Sahel (سهل, “easy” in Arabic) is the unified government app of Kuwait. One login gives citizens and residents access to more than 460 services from over 40 government entities, from residency renewal and fine payments to exit permits, appointments and official alerts. It is free and it is published by the Public Authority for Civil Information (PACI).

What Is the Sahel App?
Sahel is Kuwait’s unified government application for electronic services. It launched in September 2021 with 123 services. By its fourth anniversary in September 2025, KUNA reported more than 460 services, 2.9 million users and 111 million completed transactions, which makes it the most widely used government app in the country.
The App Store listing names PACI (Public Authority for Civil Information) as the seller. The app is built around five areas:
- Data: the status and expiry dates of your official documents, such as residency and driving licence.
- Services: applications to ministries and authorities.
- Notifications: alerts and reminders from government entities.
- Appointments: booking through the META central platform.
- Announcements: news and updates from agencies.
A newer Report section, added in September 2026, lets you send reports and feedback to selected entities and track them. PACI also lists a separate app called Sahel Business on the App Store.
Who Can Use Sahel and What You Need
Kuwaiti citizens and residents with a valid Civil ID can use Sahel. There is no separate Sahel password, so your access depends on Kuwait Mobile ID.
What you need:
- Your 12-digit Civil ID number (civil number).
- The Kuwait Mobile ID app (Hawyti) on the same phone, registered at the High level or above.
- A smartphone: the iPhone version needs iOS 13.0 or later, and the app is also on Google Play.
- A working mobile number linked to your Civil ID, for one-time codes.
- A registered address in PACI records.

How to Download the Sahel App
Search for Sahel – سهل in the App Store or Google Play. On iPhone, check that the seller is the Public Authority For Civil Information. The app is free and has no in-app purchases.
Avoid APK files from websites or chat links. Keep automatic updates on, because new services often need the latest version (the iPhone app reached version 1.8.8 in 2026).
How to Log In to Sahel with Kuwait Mobile ID (Step by Step)
Every Sahel login is approved inside Kuwait Mobile ID. Have both apps on the same phone, then:

- Step 1 Open Sahel and, if you like, switch the language to English from the option on the first screen.
- Step 2 Enter your Civil ID number in the login field.
- Step 3 Accept the terms and conditions and tap Login.
- Step 4 Open Kuwait Mobile ID (Hawyti) and enter your PIN.
- Step 5 Check that the request names Sahel, then tap Authentication to approve it.
- Step 6 Return to Sahel. Your profile, data and services now load.
Approve the request straight away, while Sahel is still waiting for it. If it never arrives, see the problems table below. A new login interface came with the January 2025 update, so older screenshots may look different.

After login, the bottom bar and home screen give you the main areas:

Inside Services, pick the entity first (for example Public Authority for Civil Information or Ministry of Interior), then the service group, then the service. You can track the status of each request inside the app.
Sahel Services for Expats (PACI, MOI and PAM)
Most daily tasks for residents now start in Sahel. Common examples:
- PACI: Civil ID services, updating your phone number, and since May 2025, updating your Civil ID address online with a lease or sublease contract, proof of ownership, employer authorisation and a signed declaration. Kuwait Times reported that address requests were processed within three days.
- Ministry of Interior (MOI): residency renewal and issuance, domestic helper residency, dependency fees, residency and visit visa fines, traffic fines, Article 14 temporary residency, medical test results and biometric (fingerprint) appointments.
- Public Authority of Manpower (PAM): the exit permit for private sector workers under Article 18, plus work permit services.
- Ministry of Justice (MOJ): a travel ban inquiry with your civil number.
- Ministry of Communications: since April 2026, services to view the phone lines (SIM cards) registered to your Civil ID and confirm ownership.
Sahel Services for Kuwaiti Citizens
Citizens get the same PACI, MOI and MOJ services plus many family and housing services:
- Public Authority for Housing Welfare (PAHW): 30 services, including “To Whom It May Concern” certificates and rent allowance requests.
- Newborn Journey: Kuwait’s first fully linked digital journey, which joins several newborn procedures into one flow.
- Ministry of Finance: since July 2026, payment of dues for state property such as chalets, plots and farm land, under State Property Services.
- Coming journeys: KUNA reported that a House Document journey and a Marriage Journey were in development in September 2025.

How to Request an Exit Permit in Sahel
Since 1 July 2025, expats in the private sector (Article 18) need an employer-approved exit permit before they travel. Gulf News described the Sahel route like this:
- Step 1 Log in to Sahel and open Services.
- Step 2 Choose Public Authority of Manpower, then Expatriate Workers Services.
- Step 3 Select Exit Permit and enter your departure and return dates.
- Step 4 Submit the request; it goes to your employer for approval.
Apply in good time before your flight, and keep the approval notification. An exit permit is not the same as a travel ban, which comes from a court or the police.
How to Book an Appointment in Sahel
Appointments are booked through the META central platform inside the app. For a biometric (fingerprint) appointment, guides describe this path: Appointments, then Book an Appointment, then Ministry of Interior, then General Department of Criminal Evidence, then Biometric. Choose a branch and time slot and tap Book. Other ministries follow the same pattern: entity, service, branch, time.
Sahel Notifications and Alerts
Sahel is an official notification channel for the government. You may receive:
- Request updates, such as approvals, rejections and missing documents.
- Expiry reminders for residency, Civil ID and licences.
- Fine and payment alerts.
- Emergency warnings: since March 2026, an instant alert also notifies people with hearing disabilities when sirens sound.
Allow notifications for Sahel in your phone settings, or you will only see alerts when you open the app. The January 2025 update added favourite notifications and profile alerts, so you can pin the messages you need later.
How to Change the Sahel Language to English
Sahel was Arabic only for its first years. An English version became available in 2024, and today you can switch at any time:
- Before login: tap the language option at the top of the first screen and choose English.
- After login: open the settings area of the app, choose Language and select English.
Some services still show Arabic data even in English mode, because each entity supplies its own content. If the language does not change, close the app fully, open it again, or reinstall it.
Updating Your Phone Number and Address in Sahel
Your mobile number matters because one-time codes are sent to it. In Sahel, go to Services, then Public Authority for Civil Information, then Individual Services, then Update Phone Number. Keep the old SIM active until the change is complete.

Is the Sahel App Safe? Security and Scam Warnings
Officials said in March 2026 that Sahel runs around the clock with an integrated security framework. Most risk comes from people, not the app. PACI warned in August 2025 and again in September 2026 that fraudsters try to trick users into approving Kuwait Mobile ID requests they did not start.
- Approve a login only when you tapped Login in Sahel seconds earlier.
- Check the service name and purpose shown in Kuwait Mobile ID.
- Never share your PIN or one-time passwords, even with someone claiming to be from a ministry.
- Pay fees only inside Sahel or official payment pages, never through links in messages.
