Citizens of Saudi Arabia, the UAE, Bahrain, Qatar and Oman who live in Kuwait get their Civil ID through a separate track at the Public Authority for Civil Information (PACI). They do not register with expats, and the rules are not the same as for Kuwaitis. PACI has its own Citizens and GCC office, its own document list and, since June 2026, an updated renewal route in the Sahel app.

Who Counts as a GCC Citizen for PACI?
The Gulf Cooperation Council has six members: Kuwait, Saudi Arabia, the United Arab Emirates, Bahrain, Qatar and Oman. For PACI, a GCC citizen is a national of one of the five states other than Kuwait who is officially living in Kuwait.
Nationality is what matters, not birthplace. A non-GCC spouse of a Bahraini, for example, follows the expat process, as explained below.
Do GCC Citizens Need a Kuwait Civil ID?
If you live in Kuwait, yes. The Civil ID is how PACI records where you live and links you to government services. You will need it to:
- Open a bank account and sign a lease.
- Log in to Sahel and use Kuwait Mobile ID.
- Enrol children in school and use health services.
- Register your address and your family members.
GCC citizens do not go through the MOI residency (iqama) process that expats follow. The residency fee list that took effect on 23 December 2025 sets no residency fee for GCC citizens themselves.
Conditions for Registering with PACI
PACI does not register every GCC visitor. Its first registration page says you must meet at least one of these conditions:

Unmarried applicants who live in a residential building must show a lease contract. If you live with relatives, a contract is not needed.
Where to Register: PACI Citizens and GCC Office
GCC citizens are served on the first floor of the PACI headquarters, at the office PACI calls the Citizens and GCC Registration Office. Some official pages describe the location as South Surra and others as Zahra; both refer to the PACI headquarters building.
- Hours: morning shift, 8:00 AM to 1:00 PM.
- Who attends: the applicant, or a representative of a first-degree relative.
- Representatives: need a power of attorney from the Ministry of Justice.
- Help: PACI’s contact centre 1889988, then press 0 for an agent.

PACI lists these documents for a GCC citizen’s first Civil ID:

How to Register as a GCC Citizen (Step by Step)
First registration is done in person. PACI’s own steps are short: submit documents, fill in the forms and pay.
- Step 1 Gather the documents above, including the fingerprint notification if you are 18 or older.
- Step 2 Visit the PACI headquarters, first floor, Citizens and GCC Registration Office, between 8:00 AM and 1:00 PM.
- Step 3 Hand over the originals and copies and fill in the service application forms.
- Step 4 Pay the 5 KD card fee and the 0.250 KD envelope fee.
- Step 5 Keep your receipt and track the card until it is ready.
- Step 6 Collect the card and check your name, nationality and address.
PACI does not publish a processing time for GCC cards, so plan ahead.

Most people pay 5.250 KD for a new or renewed card. Fixed fees are paid through the PACI website.
Renewing Your Civil ID Online and in Sahel
PACI lists two renewal channels for GCC citizens: the e-services on the PACI website and the first-floor office in person. On 17 June 2026, Arab Times reported that PACI had updated Civil ID renewal for GCC citizens through the Sahel app. The new system processes each request based on the person’s status and the information submitted.
- Step 1 Open Sahel and log in with your civil number, approving the request in Kuwait Mobile ID.
- Step 2 Go to the PACI services and choose the Civil ID renewal option, if it shows for your profile.
- Step 3 Review your details and upload or confirm any document asked for.
- Step 4 Pay the fee if prompted and keep notifications on to follow the request.

Documents Needed for Renewal
The renewal list is longer than many people expect, because PACI checks that you still meet a condition.
- Original passport and a copy, valid for at least 6 months.
- Two recent photos for each person aged 5 and above.
- Fingerprints for applicants aged 18 and above.
- Private sector staff: a certified employment acknowledgment from the employer, with copies of the signature verification and signature approval.
- Government staff: a certificate of continued employment.
- Business owners: a copy of the commercial licence.
- Students: a to whom it may concern certificate from the school or university.
- A recent port-entry certificate showing 3 months of presence in Kuwait.
- Blood type.
Card Validity and When to Renew
PACI does not publish one fixed validity period for GCC cards. The expiry date is printed on the card and shown in Kuwait Mobile ID. Start the renewal at least a month before that date, because the office may ask for the employer letter or port-entry certificate.
Check that your passport is valid for at least six months before you apply, since an older passport will stop the renewal.
Registering or Changing Your Address
Your Civil ID address must match where you live. GCC citizens change their address in person at the first-floor Citizens office, and the change covers the whole family: father, mother and unmarried children.

Private sector staff also bring an employment declaration with signature verification, and non-government applicants bring the 3 month port-entry certificate. The fee is 5.250 KD.
Dependants: Spouses, Children and Newborns
How your family registers depends on their nationality.
- GCC spouse and children: register with PACI as GCC citizens and are included in your family’s address record.
- Non-GCC spouse or children: need an MOI residency first. Since 23 December 2025, the dependent residency fee for foreign spouses and children of GCC citizens is KD 20. They then register with PACI as expats.
- GCC newborns born in Kuwait: complete the registration within 60 days of birth, or a 20 KD fine applies. Bring the original passport and copy, the original Kuwaiti birth certificate and copy, blood type and the envelope. A legal guardian or legal representative must be present. It can be done at the first-floor office or at PACI express machines.
Using the Civil ID to Travel
GCC citizens travel within the Gulf on their own country’s national ID card or passport. A Kuwaiti citizen’s Civil ID works as a travel document in GCC countries, but none of the sources I checked say the same about the Kuwait card issued to a GCC citizen. Carry your own national ID or passport at the border.
Long trips also affect renewal. PACI asks for a recent port-entry certificate showing 3 months of presence in Kuwait, so spending most of the year abroad can make the renewal harder.
Lost or Damaged GCC Civil ID
Replacing a lost or damaged card is done in person at the first-floor office. The fee is 20 KD, paid through the PACI website.
- Original passport and a copy.
- Two photos for anyone over 5.
- A signed declaration confirming your basic data and photo.
- The original card, if it is damaged.
- A Ministry of Justice power of attorney and the representative’s ID, if someone goes for you.
