Late registration. PACI lists this 20 KD fine on Kuwait Government Online. This delayed registration fine catches people who let their deadline slip after a new residency or work permit. You pay it on paci.gov.kw before PACI issues the card.
Newborn Civil ID. A 2020 report said PACI wants the fine before card issuance for a baby registered late. Separately, the newborn residency deadline under MOI rules sits at 4 months, so check both.
Address not updated. Article 33 of Law No. 32 of 1982 sets the penalty. In a PACI address notice from July 2026, PACI announced an address removal for hundreds of residents and gave them 30 days to register a new address. The fine is multiplied by number of people at the address, so a family of four could face 400 KD.
Lost card replacement. One competitor lists a “20 KD fine” for a lost card or damaged card. It is not a fine. It is a replacement fee, and it belongs in the fees table for card services, not on a penalty list.

If you manage a household, you don’t need to check each card one by one. Kuwait Government Online at e.gov.kw lists a PACI service called Inquiry about Family Fines. This eService shows the financial fines recorded against the family or against one person.

Sahel, Kuwait’s unified government app, brings PACI services and MOI services into one place.

- Step 2 Sign in with your Kuwait Mobile ID login.
- Step 3 Open the fines inquiry under the PACI or MOI section. The service name may vary after an app update.
- Step 4 Review traffic violations or civil fines and pay in app.
Sahel also handles the address update via Sahel that PACI now requires, and it accepts the supporting documents for it. Turn on notifications so the app warns you about new fines.
Can You Check Civil ID Fines in the Kuwait Mobile ID (Hawyti) App?
One competitor lists Kuwait Mobile ID, also called Hawyti (هويتي), as a way to check fines. In my research, Hawyti works as a digital identity, not a fines service.

- The Civil ID services option can send you a payment link by SMS for card charges.
- Each text message from PACI’s SMS service costs 50 fils.

How to Pay Civil ID Fines Online and in Person

How to Check Traffic Fines with Your Civil ID
Traffic fines come from the General Department of Traffic under the MOI, so you check them on a different site.
Through the MOI website
- Step 1 Open the violation enquiry page on moi.gov.kw.
- Step 2 Select Individual as the enquiry type.
- Step 3 Enter your Civil ID or national number (or a vehicle plate number if you want a car’s record).
- Step 4 Select Enquire, then complete KNET payment. The MOI page warns that a payment can take up to 15 minutes to update, so don’t pay twice.

Through the Sahel app, open the MOI section and view or pay your traffic violations.
The new traffic law took effect on 22 April 2025 and raised most penalties sharply:
