When your wife or children join you in Kuwait on a family visa, the residency stamp is only half the job. Each family member also needs a Civil ID from the Public Authority for Civil Information (PACI), because since March 2019 the residency is recorded on the card, not in the passport. Without it, dependents struggle with banks, schools, Sahel and travel.

What Is an Article 22 Civil ID?

Article 22 is the family joining residency in Kuwait. It lets an expat who lives and works in Kuwait sponsor close family members, mainly a wife and children. The Ministry of Interior (MOI) issues the residency, and PACI then issues the Civil ID card.

On the PACI services website, the matching service is called “First-time registration of joining a sponsor” (in Arabic, تسجيل إلتحاق بعائل). It covers Articles 22, 26, 27 and 29 together. The card is the same smart Civil ID every resident carries, with its own civil number and residency expiry.

Who Can Get a Dependent Civil ID

Any person who holds a valid Article 22 residency needs a Civil ID. In practice this means:

  • Spouse: usually the wife of a working expat.
  • Children: sons and daughters of the sponsor, including children born in Kuwait.
  • Parents: possible under the dependent rules, but with a much higher residency fee of KD 300 a year.
  • Brothers or sisters: the PACI form lists this relationship, but the visa rules for them are strict and case by case.

The PACI form asks you to choose the relationship: head of family, spouse, son or daughter, brother or sister, mother or father, or none of the above. Mothers can also sponsor their children if they meet the family visa conditions, a rule Kuwait Times reported in August 2020.

Family Visa Salary Requirement in 2026

The sponsor must earn at least KD 800 a month, as shown on the work permit. This rule came from Ministerial Resolution No. 56 of 2024 in January 2024. A July 2024 amendment to Article 29 removed the university degree requirement, but kept the KD 800 salary condition.

Other rules reported by Gulf News in 2025:

  • The sponsor’s job should match the declared profession on the work permit.
  • The Director General of Residency Affairs can make exceptions, for example for children under five or children born in Kuwait.
  • Expats whose salary later fell below KD 800 were given 30 days to regularise their status or send dependents home.

PACI does not check salary, but it cannot issue a card without a valid residency.

From Family Visa to Civil ID: The Full Journey

The Civil ID is the last stage:

  • Step 1 The sponsor applies for the family entry visa (Article 22) through the MOI.
  • Step 2 The family member enters Kuwait on that entry visa.
  • Step 3 The family member completes the medical fitness test and, if over 18, the criminal status checks.
  • Step 4 The sponsor applies for the Article 22 residency in Sahel (Residence Services) or at the Nationality and Travel Documents department.
  • Step 5 The MOI issues the residency and the family member gets a civil number.
  • Step 6 The sponsor applies to PACI for the first Civil ID and pays the card fee.
  • Step 7 The family member collects the card from a PACI self-service machine.

Marriage and birth certificates issued abroad must be attested before you use them in Kuwait. Kuwait Times describes the chain as the home country’s foreign ministry, then the Kuwaiti embassy, then Kuwait’s Ministry of Foreign Affairs (MOFA).

Documents for the PACI Civil ID Application

Once the residency is issued, PACI needs scans of:

  • The family member’s valid passport (and the expiry page if it is separate).
  • A recent personal photo that meets PACI photo rules.
  • The MOI residence extract, if available.
  • A lease contract in the name of the sponsor or the family member.
  • Blood type proof, if available.
  • The attested marriage certificate (spouse) or birth certificate (children), which many guides advise attaching.

The form accepts PDF, JPEG, JPG and PNG files up to 2MB each.

How to Apply for a Dependent Civil ID on PACI (Step by Step)

The sponsor can apply online on the PACI services website. The page is in Arabic:

  • Step 1 Open the PACI services website and choose First-time registration of joining a sponsor (Articles 22-26-27-29).
  • Step 2 Enter the family member’s civil number, the sponsor’s civil number and a mobile number.
  • Step 3 Enter the SMS verification code and tap Next.
  • Step 4 Choose the relationship, religion, marital status and blood type.
  • Step 5 Upload the passport, photo, residence extract, lease and certificates, then accept the declaration.
  • Step 6 Submit, pay the 5 KD card fee on the PACI website once the request is accepted, and keep the confirmation.

Each SMS from this service costs 50 fils. The declaration refers to Article 35 of Law No. 32 of 1982, so make sure every detail matches the passport.

Applying Through Sahel or a PACI Center

Card payment and renewal are also in Sahel under Services, then Public Authority for Civil Information. If the online request is rejected, or PACI asks for original documents, book an appointment through the Meta portal and visit a PACI center, such as the main building in South Surra. Bring originals and copies of everything you uploaded.

PACI Deadline and Late Fine

PACI does not publish a separate deadline on the Article 22 form. On its pages for other residence types, PACI counts 30 days from the date the residence permit is issued (Articles 17, 20, 23 and 24) and charges a 20 KD violation fine if you register late. Workers under Articles 18 and 19 get 60 days from the work permit.

The safe approach is to apply within 30 days of the residency stamp. Count from the residency issue date in Sahel, not from the arrival date.

Tracking and Collecting the Cards

Guides report that a new card takes about 10 days after payment. You can follow each request with the family member’s civil number on PACI. When the card is ready, the family member collects it from a PACI self-service machine. Guides say cards left uncollected for six months are destroyed, and you must apply and pay again.

Newborns and Children Born Abroad

A baby born in Kuwait follows a different route: birth certificate, passport, residency, then PACI completes the newborn’s data. Since December 2025 parents have four months from birth to get the residency. Our newborn Civil ID guide explains each step.

Children born abroad join through the normal Article 22 route above. Gulf News reported in 2024 that children born abroad under five can be considered even when other conditions are not fully met.

What Happens When Children Turn 21

Age rules for children are not the same in every source:

  • Gulf News reported in 2020 that a son can no longer stay on his parents’ visa once he turns 21.
  • ARY reported in August 2026 that visit visas can be converted to Article 22 only for sons under 18 and daughters under 21.
  • The MOI renewal list asks for a recent authenticated academic certificate for children over 20.

In practice, check with Residency Affairs before a son turns 21. If he cannot stay on Article 22, he needs his own residency, for example a work residency (Article 18) or a student residency (Article 23), and then a new Civil ID under that article.

Renewing Dependent Civil IDs

A dependent’s residency depends on the sponsor’s residency. When the sponsor renews, renew the family’s residencies too, then renew each Civil ID. The MOI renewal list is: the form signed by the sponsor, two photos, the sponsor’s Civil ID copy, the original passport, health insurance, an academic certificate for children over 20, and a copy of the wife’s valid residency for children while the marriage is valid.

The Civil ID renewal costs 5 KD and is done in Sahel, on the PACI website or in person. PACI also offers a Multi-Civil ID Renewal and Payments service for paying for several cards at once. If the sponsor leaves Kuwait for good, cancel the family’s Article 22 residencies first.
