A blocked Civil ID shows up at the worst moment: a bank transfer fails, Sahel refuses a request, or the airport says you cannot leave. In Kuwait, “blocked” or “suspended” is not one official status. It is the word people use when the Ministry of Interior (MOI), the Public Authority for Civil Information (PACI) or another authority puts a hold on your civil number.

What Does a Blocked or Suspended Civil ID Mean?
Your civil number links almost every system in Kuwait: residency, banks, telecom, courts and Sahel. When one authority places a hold on it, other services stop working too.
A block can show up as:
- Government transactions refused, for example in Sahel or at a service centre.
- Bank transactions frozen, including transfers.
- No exit at the airport or border, even with a valid passport.
- Residency renewal rejected for you or for people you sponsor.
The hold sits on the record, not the card, and many holds lift automatically once you fix the cause.
Blocked vs Suspended vs Cancelled: What Is the Difference?
People use these words loosely, but they lead to very different fixes.

Common Reasons a Civil ID Gets Blocked
These causes come up most often in 2024 to 2026 reports:

Biometric Fingerprint Not Done
Biometric fingerprinting is mandatory for everyone aged 18 and above, Kuwaitis and expats. The MOI extended the deadlines in May 2024: 30 September 2024 for Kuwaitis and the end of December 2024 for expats (reports give 30 or 31 December).

After the deadlines passed, the MOI suspended government and banking transactions for people who had not registered. PACI sent lists of names to the Kuwait Banking Association. In January 2025, Gulf News reported 181718 expats still without fingerprints, and expats in that group were blocked from leaving the country.
How to fix it:
- Book an appointment through the Sahel app or the Meta platform.
- Visit a centre of the General Department of Criminal Evidence. About eight centres are open throughout the week.
- The scan takes no more than three minutes.
Once the fingerprint is recorded, the transaction ban is lifted automatically. Gulf News reported that the freeze did not bar Kuwaitis from travelling.
Residency Expired or Cancelled
For expats, the Civil ID shows your residency, and since March 2019 it replaced the residency sticker in the passport. When the residency expires, the card stops working as proof that you live legally in Kuwait.
Under the new residency law (Decree-Law 114 of 2024, in force since 5 January 2025) and its executive regulations (Ministerial Resolution 2249 of 2025, in force since 23 December 2025):

Residency is also cancelled if most expats stay outside Kuwait for more than six months, or domestic workers for more than four months without a leave request. Kuwait Times reported in March 2023 that automated links with PAM and PACI then revoke the work permit and cancel the civil card.
Some blocks come from your sponsor or family. An MOI official said in January 2026 that unpaid traffic violations or court judgments against a sponsor block renewal of all their workers’ residencies, and not registering a newborn within four months blocks the father’s transactions across all ministries.
Address Removed From PACI Records
PACI removes an address when the property owner reports that a person no longer lives there, or when a building is demolished. Since July 2024 PACI has also surveyed areas to remove fake addresses. In June 2026 alone, PACI published 464 cancelled expat addresses in the official gazette Kuwait Alyoum.
If your address is removed:
- You have 30 days to register a new address.
- Under Article 33 of Law 32 of 1982, the fine can reach KD 100.
- Kuwait Times reported in May 2025 that some residents whose address was removed could not open Sahel.
Social media claims that a removed address deactivates the Civil ID and freezes banking are not confirmed, so treat them as a risk, not a rule.
How to fix it: Register a new address through the Sahel service for non-Kuwaiti residents (launched 11 May 2025) or book a Meta appointment at a PACI service centre. Documents usually include a lease or sublease contract, proof of ownership, an employer authorization and a signed declaration. Sahel says requests are processed within three days.
Absconding Report Filed by the Sponsor
An absconding report (also called a runaway or “job abandonment” case) is filed by the sponsor when a worker leaves the job without notice. Under the new residency law, an employer must notify the MOI within two weeks when a domestic worker absconds, and the worker’s residency is cancelled from the date of absconding.
The residency is cancelled, so the Civil ID no longer proves legal stay, the worker cannot transfer to a new sponsor while the case is open, and arrest and deportation are possible.
How to fix it:
- Ask the sponsor to withdraw the report if it was filed by mistake or after a dispute.
- File a labour complaint with the Public Authority for Manpower (PAM) if you were not paid or were treated unfairly.
- If the MOI issues a new permit after cancellation for job abandonment, the regulations set a fine of KD 2 per day for the first month and KD 4 per day after that, up to KD 1200.
Unpaid Fines, Bills and Court Debts
Money owed to the state is a common reason expats are stopped at the airport:

How to Check if Your Civil ID Is Blocked
There is no single “blocked Civil ID” inquiry, so check each system that can place a hold:
- Step 1 Log in to Sahel with your civil number, approve the request in Kuwait Mobile ID and read your notifications about biometrics, address or residency.
- Step 2 In Sahel, open Services, then Ministry of Interior, and search for residency services to see your residency expiry date.
- Step 3 In the MOI Kuwait app, log in and tap Residency to confirm the expiry date and status.
- Step 4 Check traffic fines and other MOI fines by civil number, and run a travel ban inquiry.
- Step 5 Call the PACI hotline 1889988 to check your card and address status.
- Step 6 If your bank froze your account, ask which authority placed the hold.
If Sahel will not let you log in at all, a removed address or expired residency is a likely cause.
How to Unblock Your Civil ID (Step by Step)
Once you know the cause:
- Step 1 Identify the cause from your Sahel notifications, the MOI app or your bank.
- Step 2 For missing biometrics, book an appointment in Sahel or Meta and visit a Criminal Evidence centre.
- Step 3 For a removed address, register a new address in Sahel or at a PACI service centre.
- Step 4 For an expired residency, ask your sponsor to renew it and pay the daily fine.
- Step 5 For unpaid fines, bills or court debts, pay them online or at the relevant office and keep the receipt.
- Step 6 For an absconding report, contact your sponsor or file a complaint with PAM.
- Step 7 Check Sahel and your bank again a day later. Many holds lift automatically.
If a hold stays, take your receipts to the authority that placed it: the MOI for residency, biometrics, absconding and traffic fines; PACI for the card and address; PAM for work permits; the Ministry of Justice (MOJ) for court debts and travel bans.
Fixing a Block Through Sahel and MOI
Many fixes happen in Sahel:
- Biometric appointment: book through Sahel or Meta.
- Address update: Sahel service for non-Kuwaiti residents, with uploads of the lease and declaration.
- Residency renewal: sponsors renew in Sahel, even after expiry.
- Residency proof: since July 2026, expats can issue a residence permit proof certificate in Sahel.
- Domestic worker leave: sponsors file a leave request through Sahel or Residency Affairs.
