Your Kuwait residency, often called the iqama, is the permit that lets you live and work in the country, and it has to be renewed before it runs out. Since 23 December 2025, new fees, a higher health insurance charge and daily late fines apply. Most renewals are still done online through the Ministry of Interior (MOI), the Sahel app or your employer.

What Is Residency (Iqama) Renewal in Kuwait?

The residency permit is issued by the Ministry of Interior under an article of the residency law. The article number shows why you are in Kuwait, such as Article 18 for private sector work or Article 22 for family. Since March 2019 the residency is no longer stamped in the passport. It is recorded electronically and shown on your Civil ID.

The MOI renews the residency first; the Public Authority for Civil Information (PACI) then issues a new card with the new date. Under the new rules, a general residency can be granted for up to 5 years, up to 10 years for property owners and children of Kuwaiti women, and up to 15 years for investors.

On Article 18 you normally cannot renew alone, so ask HR well before expiry to confirm your file is open.

When Can You Renew Your Kuwait Residency?

Check your expiry date first. You can see it on your card, in Sahel or in the MOI app; our guide to the Civil ID and residency expiry date check shows every method.

Guides say online renewal opens about two months before expiry. If the portal refuses, usually more than two months are left or the health insurance is unpaid. Do not wait for the last week.

Keep your passport valid. Guides advise a passport with at least one year left, and the names and passport number must match across MOI and PACI records.

Pay Health Insurance Before You Renew

Health insurance is not optional. Official reports since December 2025 say that residency permits will not be issued or renewed without valid health insurance, and the residency period cannot be longer than the insurance period.

The annual fee rose from 50 KD to 100 KD on 23 December 2025 for most categories, including private and government workers, dependents and students. A lower 10 KD rate applies to some groups, such as agricultural workers, fishermen and herders. Foreign wives of Kuwaitis, children of Kuwaiti women and some other groups are exempt.

You pay it through the Ministry of Health Online Health Insurance System: choose the insurance type, select Residence Type, choose Renewal as the status, enter the start and end dates and pay. Employers usually handle this for Article 18 workers.

How to Renew Your Residency Online on the MOI Website (Step by Step)

You need Kuwait Mobile ID to approve the login and a bank card for payment.

  • Step 1 Pay the health insurance for the period you want to renew.
  • Step 2 Open the MOI Individual E-Services Platform, enter your Civil Number and click Next.
  • Step 3 Approve the authentication request in Kuwait Mobile ID.
  • Step 4 Select the person whose residency you are renewing (yourself or a family member).
  • Step 5 Click renew, agree to the terms and conditions, then click Continue.
  • Step 6 Click Pay and Renew, enter your card details and pay.
  • Step 7 Print or save the receipt and keep the transaction number.

Since September 2023 the MOI requires residents to clear fines and debts to state authorities before renewal.

Renewing in the Sahel App or the MOI App

Since March 2023, when the MOI added 26 services, Sahel has offered residency renewal, domestic helper renewal, self-sponsorship renewal, residency fine payment and dependency fee payment.

The MOI Kuwait app works the same way: search for the residency renewal service, select the person, tap Renew and pay. After payment, wait for the status to update instead of paying a second time; one guide notes it can take about 15 minutes.

Article 18 Renewal by Your Employer (Ashal and MOI)

For private sector workers, renewal is a company task in two systems. Work permits sit with the Public Authority for Manpower (PAM), whose Ashal portal lets companies upload documents for PAM staff to accept or reject. The residency itself is renewed in the MOI companies service.

In the MOI system, an authorized company user signs in, selects Residency Renewal, enters the employee’s Civil Number, clicks Search, confirms the Latin name as written in the passport, clicks Renew and pays. Only users authorized when the company account was created can do this.

Before the company pays, check your Civil ID number, name spelling and renewal period.

Family Residency Renewal (Article 22)

Family residency for a spouse and children falls under Article 22, and the sponsor renews it. The MOI lists Sahel (Residence Services) and the Nationality and Travel Documents department in each governorate as the channels.

  • Step 1 Make sure the sponsor’s own residency is valid; a dependent’s renewal is linked to the sponsor’s file.
  • Step 2 Pay health insurance for each family member.
  • Step 3 Prepare the signed application, two blue background photos, a copy of the sponsor’s Civil ID and the passport.
  • Step 4 Add a recent authenticated academic certificate for children over 20.
  • Step 5 Renew in Sahel under Residence Services or on the MOI platform, selecting each family member.
  • Step 6 Pay the dependent fee and keep the receipt.

Since December 2025, sponsoring a spouse and children needs a minimum salary of 800 KD a month, with exemptions for some professions.

Kuwait Residency Renewal Fees per Year

These fees come from Ministerial Resolution 2249 of 2025, in force since 23 December 2025. They are MOI fees per person per year, before health insurance and the Civil ID card.

A typical Article 18 worker therefore pays about 120 KD a year: 20 KD residency plus 100 KD health insurance. Some older guides still show 10 KD for a wife and 200 KD for parents; those are the pre-2025 rates.

Late Renewal: Grace Period and Fines

There is no general grace period. Under the residency law and its executive regulations, failing to renew an expired residency, or failing to leave, costs 2 KD per day for the first month and 4 KD per day after that. The total is capped at 1200 KD, or 600 KD for domestic workers.

Pay the fine through the MOI or Sahel, then renew, or visit the residency affairs department if online renewal fails. Past grace periods were usually time-limited amnesties.

Renewing While You Are Outside Kuwait

Rules for renewing from abroad are not clearly published. One guide lists being in Kuwait as a condition; another says an employer may start the renewal while the worker is away. Renew before you travel if the expiry falls during your trip.

Also watch the absence limit. Residents on Articles 17, 18 and 24 can stay outside Kuwait for up to six consecutive months, and domestic workers for four months unless the sponsor files a leave request. Some reports say four months for employees, so sources differ. A permit to stay abroad longer costs 5 KD per month.

Automatic leave permit extensions given to residents abroad in 2026 ended on 1 September 2026; those who left on or before 31 August 2026 keep theirs. The residency permit status certificate in Sahel is the official reference for your return date.

After Renewal: Renew Your Civil ID

A renewed residency needs a new Civil ID card that shows the new date. Apply to PACI online or in Sahel once the MOI renewal is complete, pay the card fee and collect the card from a PACI machine. Our Civil ID renewal guide explains every step and fee.

Until the new card arrives, the residence permit certificate in Sahel, issued instantly since July 2026, can prove your residency. After the card is ready, open Kuwait Mobile ID, then Manage, then Check for Updates.
