What Is the Meta Portal and Why PACI Needs an Appointment

Meta (in Arabic متى, meaning “when”) is Kuwait’s central booking platform for government offices. It handles appointments for more than 30 government institutions, including PACI, the Ministry of Interior and the Ministry of Health.

In September 2021, PACI announced that visitors to its headquarters and branches must book through Meta, and that visitors without an appointment would not be served. The rule has stayed in place. Recent guides still say walk-ins are generally not accepted, and staff at the entrance check your appointment barcode.

Booking is free. Anyone who has a Civil ID number, Kuwaiti or expat, can register and book.

What You Need Before You Book

Get these ready before you open the portal:

  • Your 12-digit Civil ID number.
  • The Civil ID serial number, printed on the back of your card. It is only needed the first time you register.
  • A Kuwait mobile number that is registered with PACI, because the SMS code goes there.
  • An email address you can open, for the verification code and password resets.
  • A rough idea of which service you need, such as Change of Address or Lost Civil ID.

If your mobile number in PACI records is old, fix it first in Sahel. Otherwise the one-time code will never reach you.

How to Register on Meta (Step by Step)

You register once and then log in with your civil number and password every time.

  • Step 1 Open meta.e.gov.kw in your browser and choose English or Arabic.
  • Step 2 Click Register as a new user on the login page.
  • Step 3 Enter your Civil ID number, the serial number from the back of the card, your mobile number and your email.
  • Step 4 Accept the terms and click Register.
  • Step 5 Enter the OTP sent by SMS, then the verification code sent to your email.
  • Step 6 Create and confirm your password, then log in.

When you log in later, tick Remember Me on your own device to save time. If you forget the password, click Forgot Password, enter your civil number and click Submit; a reset link arrives by email.

How to Book a PACI Appointment on Meta (Step by Step)

How to Book a PACI Appointment Through Sahel

  • Step 1 Open Sahel, enter your civil number and approve the login in Kuwait Mobile ID.
  • Step 2 Tap Appointments in the bottom bar.
  • Step 3 Tap Book an Appointment (some versions say Book a new appointment).
  • Step 4 Choose the Public Authority for Civil Information, then the service and branch.
  • Step 5 Pick a date and time slot and tap Book.

Both channels show the same bookings.

PACI Services You Can Book on Meta

PACI lists its counter services under Person Services and civil card categories. The names below come from the PACI booking list as reported by guides; the live list can change.

Other listed services include Property Owners Complaints, Registration/Cancellation of Travel Document, Cancellation of Residency File, Suspended Residency and Add Title. Many tasks, such as a normal renewal or address change for most expats, now start online in Sahel, and you only need Meta when PACI asks you to attend.

Biometric fingerprint appointments are not PACI services. They belong to the Ministry of Interior, so choose the MOI on Meta for those.

Your Booking Confirmation, Barcode and QR Code

After you confirm, Meta shows a confirmation with a barcode or QR code and a reference number. Guides report it also arrives by SMS or email. Keep it ready:

  • Save a screenshot on your phone, or print the summary from My Appointments.
  • Show it at the branch entrance, where staff check the barcode.
  • Check the branch name, date and time before you leave home.

Arrive a little early. Older PACI rules cancelled bookings for people who came very late, so do not count on being served after your slot.

How to Cancel or Reschedule a Meta Appointment

  • Step 1 Log in to Meta or open Appointments in Sahel.
  • Step 2 Open My Appointments and select the booking.
  • Step 3 Click Cancel and confirm.

One guide says cancellation works up to 24 hours before the appointment, so cancel early. A cancelled slot is released for someone else.

Sources differ on rescheduling. Some guides show a Reschedule option in My Appointments, while others say you must cancel and book a new slot. If you do not see Reschedule, cancel and rebook. If you missed an appointment, you can simply book a new one.

PACI Branches and Working Hours

PACI returned to its full official schedule on Sunday 3 May 2026, after a Civil Service Commission circular, according to Arab Times. The main service centres are:

Arab Times reported card collection hours of 7:30 AM to 1:00 PM and 2:00 PM to 7:00 PM, Sunday to Thursday. Public reception times differ by branch. Guides do not agree on exact shift times, and Ramadan uses a single shorter shift, so check the times shown in Meta when you book. All branches are closed on Friday and Saturday.

Older lists also name Liberation Tower, Adailiya and Kaifan offices; book only the branches Meta offers you.

Do You Always Need an Appointment?

For counter services at PACI branches, yes. But several jobs never need a visit:

  • Checking card status: online, any time.
  • Many renewals and expat address changes: in Sahel.
  • Paying fees: online by KNET.
  • Collecting a ready card: at a PACI self-service machine during collection hours, or by home delivery.

Book through Meta only when the service has to be done in person or when Sahel tells you to visit.

No Slots Available? How to Find an Appointment

Popular services, especially Change of Address, can look fully booked for weeks. Kuwait Times reported in February 2025 that residents found slots gone soon after midnight, and one person tried for three months. What helps:

  • Check Meta several times a day, including late at night and early morning.
  • Try another branch, for example Jahra or Ahmadi instead of South Surra.
  • Look at the evening shift if your service offers one.
  • Use both Meta and Sahel; one may load when the other is slow.
  • Check whether the service can be done online in Sahel instead.

Avoid Paid Appointment Sellers

Kuwait Times reported that some typing offices and fixers charge large sums for PACI address work, including KD 130 for existing residents. Meta bookings are free. Never pay anyone for a slot, never share your Meta password, and never approve a Kuwait Mobile ID request you did not start yourself.
