Since 10 March 2019, Kuwait no longer puts a residency sticker in passports. Residency data is recorded on the Civil ID, and you show the card with your passport at the airport. That makes the expiry date important for:

- Banks and telecom companies: they update customer records from the card.
- Kuwait Mobile ID and Sahel: the digital ID depends on a valid card.
- Fines: an expired residency builds up daily MOI fines.
Checking early also gives you time to renew before any of this becomes a problem.
Card Expiry vs Residency Expiry: How They Are Linked
Two dates matter for expats, and they come from two authorities:

For expats, the card’s validity normally follows the residency. When residency is issued or renewed, PACI issues a new card, so the dates usually match. Under the 2025 residency rules, a general residency can be issued for up to 5 years, but never longer than your health insurance cover.
The order matters when you renew. The MOI renews the residency first, then you renew the card with PACI. If your residency is renewed but the card still shows the old date, the card needs renewing, not the residency.

Online checks are free. If you need the residency date, use Sahel or the MOI. If you need to know whether the card itself is valid, use PACI.
Check the Expiry Date on Your Physical Card
The quickest check is the card in your wallet. The expiry date is printed on the front, together with your civil number, name, nationality and date of birth. The 9-digit serial number you need for the online validity check is printed on the back.

Check Civil ID Validity on the PACI Website (Step by Step)
PACI’s validity inquiry, listed on Kuwait Government Online as Inquiring about Civil ID Validity, checks the card by its serial number.
- Step 1 Open the PACI e-services website and choose English.
- Step 2 Select the card validity inquiry.
- Step 3 Enter the serial number from the back of your card.
- Step 4 Submit the form.
- Step 5 Read the result to see whether your card is still valid.

No login is needed. Some guides say the Kuwait Government Online version also accepts the barcode number.
Check Expiry by Civil ID Number
If you only have your 12-digit civil number and not the serial number, PACI’s inquiry by civil number confirms whether your current card is still valid. To find the exact expiry date, use the card itself, the Kuwait Mobile ID app or Sahel as shown in this guide.

Check in the Kuwait Mobile ID App
Kuwait Mobile ID, also called Hawyti, shows a digital copy of your Civil ID with the same details as the physical card. Open the app, enter your PIN and view your card.
After you renew, the app may still show the old card. Open Manage, then Check for Updates, to refresh it. The app needs a valid card to register, so renew an expired card before setting it up on a new phone.
Check Residency Expiry in the Sahel App
Sahel shows your residency dates by civil number, and a sponsor can see family members too.
- Step 1 Open Sahel and enter your civil number.
- Step 2 Approve the login in Kuwait Mobile ID.
- Step 3 Tap Services, then Ministry of Interior.
- Step 4 Search for residency services and open the residency information.
- Step 5 Check the expiry and validity dates.
Since July 2026, Sahel can also issue an instant residence permit proof certificate, which shows that your residency is valid. When the MOI ended its automatic extensions on 1 September 2026, it told residents to check the expiry date on this certificate.
Check Residency Expiry on the MOI Website or MOI App
The MOI offers two more routes, both by civil number:
- MOI e-services: Kuwait Government Online lists an MOI service called Inquiring about the End of Residence Period. It covers residency data, sponsorship, visas and immigration fines after residency expires. Guides describe the newer Individual E-Services Platform: enter your civil ID, tap Next, approve in Kuwait Mobile ID, then open Sponsorships to see the expiry date of each sponsored person.
- MOI Kuwait app: log in, complete the authentication and tap Residency to see the expiry and validity dates.
The MOI checks are the best place to spot immigration fines, because they show violations linked to an expired residency.
Check by Phone or SMS (1889988)
No smartphone? Call the PACI hotline on 1889988, choose English and select civil card services, then enter your civil number. Guides also describe an SMS service on the same number. PACI charges 50 fils for each message it sends you, and online checks remain free.
Checking Expiry for Family Members and Domestic Workers
As a sponsor, you are responsible for your family’s and your domestic worker’s residency dates. Sahel and the MOI e-services list sponsored people under your civil number, with each expiry date. Check them all at once, because family residencies often expire on different dates.
Each person also has their own card, so check each card too. Domestic workers on Article 20 face lower fine caps, but the sponsor still has to renew on time.
What to Do When Your Civil ID or Residency Has Expired
What you do depends on which date has passed:

Some guides say residency can be renewed up to two months before expiry. Start as soon as Sahel allows it.
Grace Period and Fines for Expired Residency
There is no general grace period after a residency expires. Under the new residency law, in force since 5 January 2025, fines run from the day after expiry, with the first month charged at the lower rate:

The executive regulations, Ministerial Resolution 2249 of 2025, took effect in late December 2025 and kept these amounts. You can see and pay immigration fines through the MOI and Sahel.
Exceptional extensions in 2026. From 28 February 2026, the MOI automatically extended visit visas by one month and gave residents stuck abroad a three-month absence permit, with fees and fines waived. Those extensions ended on 1 September 2026, except for residents who left on or before 31 August 2026. Older stories about grace periods usually refer to amnesty programmes, not a standing rule.
Expiry While Outside Kuwait
Residency can also lapse if you stay abroad too long. Reports on the 2025 regulations say holders of Articles 17, 18 and 24 cannot stay outside Kuwait for more than 6 months in a row, and domestic workers on Article 20 for more than 4 months, but sources differ on the limits for employees. Domestic workers who need longer must request leave through Residency Affairs or Sahel.
