MOI Kuwait, the Ministry of Interior, runs more of your daily paperwork than any other government body. Traffic fines, residency renewal, visit visas, driving licences, travel ban data and the emergency line 112 all sit under the MOI. The hard part is not the services themselves but knowing where each one lives: the moi.gov.kw website, the Sahel app, the MOI Kuwait app, the Meta appointment platform or a counter in person.

What Is MOI Kuwait and What Does It Handle?
The Ministry of Interior is responsible for security, traffic, residency and travel documents. For most residents, it is the office behind four big jobs: your residency (iqama), your visas, your driving and vehicle licences, and your fines.
Its main departments with online services:
- General Department of Traffic (GDT): traffic violations, driving licences, vehicle licences and driving tests.
- Residency Affairs: issuing and renewing residency, visit visas, dependency fees and residency fines.
- Citizenship and Travel Documents: Kuwaiti passports and certificates.
- General Department of Criminal Evidence: biometric fingerprinting and criminal record certificates.
- Service Centres, Civil Defence, Coast Guard and Police Affairs.
The MOI does not issue your Civil ID card. That is PACI, the Public Authority for Civil Information. PACI handles the card and address; the MOI handles roads, residency and visas.

By September 2025, KUNA reported that the MOI offered 37 services through Sahel plus 19 appointment services, and that more than 30 million MOI transactions had gone through the app.
The moi.gov.kw Website: What Is on the E-Services Menu
The MOI home page has an Electronic Services menu that lists links by department: Information Systems, Traffic, Citizenship and Travel Documents, Residency Affairs, Civil Defence, Service Centres, Coast Guard, Police Affairs, Finance, Investigations and Training. The top menu also has Verify Documents, Your Opinion Matters, Emergency Numbers and an Appointments Platform link that opens Meta.
The site is mostly Arabic, with an English toggle at the top. The government portal e.gov.kw also lists a Personal Inquiry About MOI Eservices service that covers 11 inquiries, including sponsorship data, residency data, visa data, driving licence data, vehicle licence data, traffic violations, travel ban data and judgment execution data.
How to Use the MOI Individual E-Services Platform (Step by Step)
The Individual E-Services Platform is the logged-in part of the MOI site, showing your records and, for sponsors, the residency of sponsored people. You need a Kuwait Mobile ID account on the High level or above.
- Step 1 Open the MOI website and choose the Individual E-Services Platform from the e-services links.
- Step 2 Enter your 12-digit Civil ID number and tap Next.
- Step 3 Open Kuwait Mobile ID, enter your PIN and approve the authentication request.
- Step 4 Return to the platform; your profile loads.
- Step 5 Choose the section you need, such as Sponsorships, to see expiry dates beside each sponsored person.
- Step 6 Follow the on-screen steps to pay or request a service, then save the receipt.
If the approval request never arrives, your Mobile ID account may be on the Medium level, which cannot authenticate.
MOI Services in the Sahel App
Sahel is the easiest route for most MOI tasks. The MOI added 26 services in March 2023, and the list has grown since. Open Services, then Ministry of Interior, to find:
- Renew residency and issue residency.
- Renew residency for domestic helpers and self-sponsorship residency.
- Pay traffic fines, including fines for companies and for others.
- Pay residency fines, visa fines, dependency fees and deportee tickets.
- View medical test results for residents.
- Request a criminal record certificate.
- Driving licence services.
- Report lost documents.
- Look up your MOI reference number.

The MOI Kuwait App: Quick Pay and Digital Wallet
The Ministry’s own app, MOI Kuwait, is free, first released on 22 January 2024 and updated in September 2026. The iPhone version needs iOS 15.1 or later; Android users get it on Google Play.
Its main features are:
- Residency renewal and a Residency screen that shows validity and expiry dates.
- Quick Pay for traffic violations, immigration fines, deportee tickets and other services.
- Digital wallet that shows your driving licence, vehicle insurance and police affairs ID.
- Certificates: passport and criminal status certificates.
- Locations of the nearest service centres and kiosks for renewing passports and driving licences.
- Family details for family members and dependants.
Traffic Fines Inquiry and Payment
Traffic fines come from the General Department of Traffic. On the MOI violation enquiry page you pick Individuals or Companies, enter the Civil ID or unified number and tap Enquire. Results show which violations are payable electronically and which are not. There is a separate enquiry for GCC vehicles by country and plate number.

Two rules matter:
- Since 19 August 2023, expats must pay traffic fines before leaving Kuwait.
- Speeding fines and disabled parking fines cannot be paid online or at the airport; pay them in person at a traffic department.

Residency Affairs Services
Residency Affairs handles your iqama. Many renewals for workers and family members are now done online by the sponsor through Sahel, the MOI Kuwait app or the MOI platforms. To check a residency expiry date, use Sponsorships on the Individual E-Services Platform, the Residency screen in the MOI Kuwait app, or the residency services in Sahel.
The rules changed twice recently:

In January 2026, Residency Affairs also said that unpaid traffic violations or court judgments against a sponsor can block residency renewal for that sponsor’s workers.
Visa Services and the Kuwait Visa Platform
In July 2025 the MOI launched the Kuwait Visa platform for online visit visas. It covers four types:

In August 2025 eligibility widened to a tiered system, and from 23 December 2025 entry and visit visas cost KD 10 per month under Resolution 2249/2025. Older guides quote lower fees, so check the fee on the platform. You log in, choose New Application, pick the visa type, upload the photo and passport, pay and later use Track Applications.
Travel Ban Inquiry
The MOI shows travel ban data in its electronic inquiries, and the same check is available in Sahel. A clear MOI result does not always rule out a court case, because many bans come from the Ministry of Justice, so check both before you travel. Driving Licence Services
Driving licences for expats went digital in December 2023 under Resolution 410/2023. Your licence now appears in Kuwait Mobile ID, with a green mark when valid and a red mark when expired. Since September 2024, expat licences are issued for three years.
- Renew online: on the MOI website or in Sahel.
- Driving test appointment: through the traffic e-services or Sahel.
- Physical card: resumed in April 2025 under decision 560/2025; visit the traffic department of the governorate that issued your licence, buy the KD 1 form and pay the KD 10 printing fee.
Lost or damaged licences still need a visit to a traffic department.
MOI Appointments on Meta and Biometric Fingerprinting
Most MOI sections need a booking. The Appointments Platform link opens Meta, and Sahel offers 19 MOI appointment services. Common bookings include biometric fingerprinting and driving tests.
Biometric fingerprinting is run by the General Department of Criminal Evidence. People who missed the 2024 deadlines saw their transactions blocked until they enrolled. In Sahel, go to Appointments, then Book an Appointment, then Ministry of Interior, then General Department of Criminal Evidence, then Biometric. GCC citizens have a separate booking page on the MOI site. The MOI biometric database now holds more than 5 million people.
