Changing jobs in Kuwait means your residency moves to the new employer through the Public Authority for Manpower (PAM) and the Ministry of Interior (MOI), and then your Civil ID has to follow. Miss the last step and you can face a 20 KD fine from PACI.

What Happens to Your Civil ID When You Change Jobs
Since 10 March 2019, there is no residency sticker in the passport. Your residency is recorded on your Civil ID, which shows your residency type, expiry and sponsor. A new employer means a new residency, so the old card no longer matches.
That is why a job change has three parts:
- PAM approves the new work permit.
- MOI issues the new residency.
- PACI issues a new Civil ID with the new data.
Your civil number stays the same.

Article 18 to 18: Changing Private Sector Employers
This is the most common transfer. Under Labour Law No. 6 of 2010 and PAM rules, the clock starts on the date your work permit was issued:
- Before 1 year: generally not possible, unless PAM approves a case where the employer broke the contract, such as unpaid wages.
- After 1 year and before 3 years: allowed with your current employer’s approval (a release or NOC). An early transfer fee of 300 KD applies.
- After 3 years: allowed without the employer’s consent. The 300 KD fee is waived, but the request still goes through PAM.
Unpaid fines, a court case, a labour complaint, a travel ban or another pending application will block a transfer. For SME workers, a one-off window under Ministerial Resolution No. 2 of 2026 ran from 1 May to 30 June 2026 for SME, industrial, agricultural, livestock and fishing workers, and it has now closed.
If your employer refuses, you can complain to PAM. An MOI official told Kuwait Times in January 2026 that PAM can approve the move without consent after one year of service or if the sponsor violated the contract.
Article 22 to 18: Moving From a Family Visa to a Work Visa
Family members on a dependent visa can move to a private sector work visa if they meet these conditions:
- At least one consecutive year of residency in Kuwait on the family visa.
- A job offer from an employer registered with PAM.
- A medical examination and a clean record.
- The standard work permit fee of 150 KD.
In January 2025, Gulf News reported that people aged 60 and over with a secondary certificate or lower can also move from Article 22 to Article 18. After the switch, your employer becomes your sponsor and you need a new Civil ID.
Article 20 to 18: Domestic Workers Moving to a Company
Domestic workers can move to a company visa only in announced windows. The last one started on 14 July 2024 and ran for two months, with these terms:
- The household sponsor had to approve the transfer.
- The worker needed at least one year with the current sponsor.
- Gulf News reported a 50 KD fee plus 10 KD for each year of service.
About 55000 workers applied. No permanent route was confirmed in 2025 or 2026. Transfers between two households (Article 20 to 20) are different: sponsors do them online through Sahel.
Other Transfers: Government, Same Sponsor and Two Year Lock
- Article 17 to 18 (government to private): allowed. In March 2025 the MOI dropped the rule that the new job must match your government role, but a January 2026 Kuwait Times report said the profession should be similar. Sources differ.
- Article 18 to 20 within the same sponsor: allowed.
- Two year lock: Article 20 drivers and Article 18 company delegates (mandoub) who leave their sponsor cannot work for another employer for two years.

How to Transfer Your Residency and Get a New Civil ID (Step by Step)
The new employer does most of the work, but follow each stage:

- Step 1 Get a written job offer and, if you have worked less than three years, a written NOC from your current employer.
- Step 2 Your new employer files a work permit transfer request on the PAM Ashal portal and pays the fees online.
- Step 3 PAM reviews the request and approves the new work permit.
- Step 4 The MOI issues your residency under the new sponsor. Track it in Sahel with your civil number.
- Step 5 Apply for your new Civil ID on the PACI website or in Sahel, upload your passport, photo and lease contract, and pay the card fee.
- Step 6 Collect the new card from a PACI self-service machine when you receive the pickup SMS.
Do not start working for the new employer until the transfer is approved. That counts as work without a permit.
When You Need a New Civil ID Card
You need a new card whenever the MOI issues a new residency, including:
- Moving to a new employer (Article 18 to 18).
- Changing residency type, such as 22 to 18 or 17 to 18.
- Renewing your residency, when the card expiry follows the new residency.

If you sponsor family members, you remain their sponsor. Check their residency in Sahel after your transfer.
Updating Your Employer Data With PACI
PACI does not update the card by itself. After the new residency is issued, you or your employer’s representative apply through the PACI service for registration and re-registration of Articles 17, 18, 19, 23 and 24, online at the PACI website or in the Sahel app.
Timing matters. PACI charges a 20 KD fine if you register more than 60 days after the work permit is issued for Articles 18 and 19, or more than 30 days after the residence is issued for Articles 17, 23 and 24. For Article 20 domestic workers, the fine applies after 30 days. The fine is paid on the PACI website.
If your new employer gives you housing, update your address at the same time.

Ministerial Resolution No. 4 of 2025 ended most fee exemptions. Agree in writing who pays each fee before you sign.
How Long the Transfer and New Card Take
A clean Article 18 transfer usually takes two to four weeks:
- Offer, NOC and Ashal filing: a few days to weeks.
- PAM review: up to about two weeks.
- MOI residency: up to about two weeks.
- New Civil ID: usually a few working days after you pay.
Delays usually come from a refused release, an absconding report, unpaid fines, missing fingerprints or an expired passport.
Exit Permits and Travel During a Transfer
Since 1 July 2025, Article 18 workers need an employer-approved exit permit to leave Kuwait. Requests go through Sahel or Ashal. Until the new work permit is issued, your current sponsor still approves exits, so travel after the transfer. If your employer refuses without reason, complain to PAM. Keep your passport and Civil ID valid throughout.

Tips Before You Transfer Your Residency
- Check your work permit issue date before you resign.
- Get the NOC in writing, never verbally.
- Agree in writing who pays the 300 KD and 150 KD fees.
- Clear all fines and complaints first.
- Do not start the new job before approval.
- Apply for your new Civil ID within 60 days.
- Keep your passport valid for six months or more.
- Plan travel only after the transfer is complete.
