What Is the Kuwait Civil ID Number?

The civil number (al-raqm al-madani) is the 12-digit number PACI gives every citizen and resident. It is printed on the front of the Civil ID card, shown in Kuwait Mobile ID, and for Kuwaiti citizens it also appears on the passport photo page.

It identifies you as a person, not your card. You use it to log in to Sahel, book Meta appointments, pay fines, open bank accounts and sign contracts. The OECD sheet on Kuwaiti tax numbers confirms that the number contains the holder’s date of birth, and that the Tax Department can use it as a tax number on request.

The 12-Digit Structure at a Glance

Digit 1: The Century Digit

The first digit tells you the century of birth:

  • 2: born between 1900 and 1999.
  • 3: born in 2000 or later.
  • 1: born in the 1800s, according to developer libraries. You will hardly see it today.

Most adults in Kuwait have a number starting with 2, and children born since 2000 have numbers starting with 3. One 2026 guide says 1 means the 1900s and 2 means the 2000s, but that conflicts with validation code and every other source we checked, so treat it as an error.

Digits 2 to 7: Your Date of Birth (YYMMDD)

The next six digits are your birth date as year, month and day. In 290051200019, the digits 900512 mean 12 May 1990. Together with the century digit, they give the full date.

The date is the one PACI recorded when you were first registered. If your date of birth was later corrected, the number may not match your current record. We found no official source that says whether PACI issues a new number after a date of birth correction, so ask PACI if this applies to you.

Digits 8 to 11: The Serial Sequence

Digits 8 to 11 form a four-digit serial. Because thousands of people share a birth date, PACI needs this sequence to keep each number unique. Some guides call these digits random, others call them a sequence, and one guide counts five digits by mixing in the check digit.

The serial does not show your gender, nationality or place of birth. No source we checked says any digit encodes those details, despite claims on social media.

Digit 12: The Check Digit

The last digit is a check digit. It is calculated from the first 11 digits, so a single wrong digit, or two swapped digits, usually makes the number fail.

This is why Sahel, Meta and bank forms can reject a mistyped civil number at once. It does not prove that the number belongs to anyone. It only proves that the 12 digits follow the pattern.

How the Check Digit Is Calculated (Step by Step)

Validation code used by developers, including the long-running django-localflavor library, uses fixed weights of 2, 1, 6, 3, 7, 9, 10, 5, 8, 4 and 2:

  • Step 1 Write down the first 11 digits of the civil number.
  • Step 2 Multiply each digit by its weight: 2, 1, 6, 3, 7, 9, 10, 5, 8, 4, 2.
  • Step 3 Add all 11 results to get the sum.
  • Step 4 Divide the sum by 11 and keep the remainder (sum mod 11).
  • Step 5 Subtract the remainder from 11.
  • Step 6 Compare the result with the 12th digit. If they match, the number is valid.

PACI has not published this formula, so it comes from developer code rather than an official page.

Worked Example with a Sample Number

Here is the made-up number 290051200019 worked through:

The sum is 79. 79 divided by 11 leaves a remainder of 2, and 11 minus 2 is 9. The 12th digit is 9, so the number passes.

An open question: if the remainder is 0 or 1, the result is 11 or 10, which no single digit can match. Developer code simply rejects those numbers. PACI does not say whether it skips such serials or uses another rule for them, so treat this case as unconfirmed.

How to Validate a Civil ID Number

You can check a number in three ways:

  • Use the checker on this page. It reads the century, birth date and check digit in your browser, without sending anything.
  • Check it by hand with the steps above.
  • Confirm with PACI. Only PACI can confirm that a number is real and active, through its own services, Sahel or Kuwait Mobile ID.

A valid check digit only means the number is well formed. Employers, landlords and banks verify identity through PACI services or the Kuwait Mobile ID QR code, not by maths alone.

What the Civil Number Does Not Tell You

The number does not show:

  • Your gender.
  • Your nationality, or whether you are a citizen or an expat.
  • Your residency type, sponsor or expiry date.
  • Your address.
  • Whether your card is valid, expired or blocked.

Three different numbers often get confused:

The civil number stays with you, the serial number changes with each new card, and the MOI unified number belongs to your residency file. PACI also lists a service called MOI Unified Number to Civil ID Conversion, which finds a civil number from the unified number.

Does Your Civil Number Ever Change?

Normally, no. Renewing, replacing a lost card or changing your address gives you a new card with a new serial number, but the same civil number.

There are exceptions reported by users. Some expats who left Kuwait for good and later came back on a new visa say they were given a new civil number, which caused trouble with bank and official records linked to the old one. If that happens to you, ask your employer and PACI to link or restore the original record.

Why You Should Never Share Your Civil Number Publicly

Your civil number is the username for Sahel, the key for Meta and a main identity field at banks and telecom companies. Combined with your birth date, which the number already contains, it gives a fraudster a head start.

PACI warned in August 2025 and again in September 2026 that scammers try to make people approve Kuwait Mobile ID requests they did not start, such as SIM card registrations. Security teams also treat exposed civil numbers in logs and emails as sensitive data. Do not post your number on social media, in public groups or in screenshots of your card.
