Meta is Kuwait’s central booking system for government offices. It was built by the Central Agency for Information Technology (CAIT) under Council of Ministers decision No. 705, taken at meeting 35/2020, as part of the Kuwait 2035 digital plan. It went live in 2020, when offices needed to limit crowds, and it stayed.
Today Meta handles appointments for more than 30 government institutions. You get one account, linked to your civil number, and you use it to book with any agency on the platform. Booking is free, and both Kuwaiti citizens and expats with a Civil ID can use it.
Meta only books the visit. The service itself, and any fee for it, is handled at the counter or in the agency’s own e-services.
Which Ministries and Agencies Use Meta
There is no single public list that stays fixed, because agencies add and remove services. These are the bodies that official notices and recent guides name on Meta:

What You Need to Register on Meta
Get these ready before you start:
- Your 12-digit Civil ID number.
- The Civil ID serial number, printed on the back of the card. It is needed only for the first registration.
- A Kuwait mobile number that matches PACI records, because the one-time code goes there.
- An email address you can open, for verification and password resets.
- A strong password that mixes capital letters, small letters and numbers.
If you renewed your card, use the serial number of the new card. A renewed Civil ID gets a new serial, and the old one will be rejected. You can also find the serial in the Kuwait Mobile ID app.
How to Register on Meta Kuwait (Step by Step)
You register once. After that, you only log in.
- Step 1 Open meta.e.gov.kw in your browser and choose English or Arabic.
- Step 2 Click Register as a new user on the login page.
- Step 3 Enter your Civil ID number, the serial number, your mobile number and your email.
- Step 4 Accept the terms and conditions and click Register.
- Step 5 Enter the OTP sent by SMS, and the email verification code if one is asked for.
- Step 6 Create your password, confirm it and log in.
The terms make you responsible for everything done with your account. Do not let a typing office or a friend register for you with their phone number, because the codes and reminders will then go to them.
How to Log In to Meta (Password and Kuwait Mobile ID)
The standard Meta login uses your civil number and your Meta password. Tick Remember Me only on your own device.
If you forget the password, click Forgot Password, enter your civil number and click Submit. Most guides say a reset link arrives by email; one says an SMS code is used instead, so check both your inbox and your phone.
What about Kuwait Mobile ID? Most recent guides say the Meta website itself works with a password, while Kuwait Mobile ID (Hawyti) is how you log in to Sahel. One guide claims Meta also accepts a Kuwait Mobile ID login. Sources differ, so the safe path is simple: use your password on the website, or book through Sahel if you prefer approving logins in Kuwait Mobile ID. How to Book Any Appointment on Meta (Step by Step)
The flow is the same for every agency. Menu labels change slightly between updates.

- Step 1 Log in to meta.e.gov.kw with your civil number and password.
- Step 2 Click Appointments Search (sometimes shown as Search for services).
- Step 3 Find the agency, such as PACI or the Ministry of Interior, and click Services Categories under it.
- Step 4 Click Services under the right department.
- Step 5 Click Apply next to the exact service you need.
- Step 6 Choose the service center or branch and click Apply.
- Step 7 Select an available day, then a time slot.
- Step 8 Check the details and confirm the booking.
Your booking then appears under My Appointments. Book the exact service, not the closest match, or staff may send you back to book again. Most guides suggest booking at least 24 hours ahead.
Booking Meta Appointments Through the Sahel App
Sahel, the government services app, connects to the same Meta booking system, so you do not need to switch between the two.
- Step 1 Open Sahel, enter your civil number and approve the login in Kuwait Mobile ID.
- Step 2 Tap Appointments.
- Step 3 Tap Book an Appointment.
- Step 4 Choose the agency, the service and the branch.
- Step 5 Pick a date and time and tap Book.
Bookings made in Sahel and on the website show in both places. Sahel is handy on a phone, while the website is easier for comparing several branches.
PACI Appointments on Meta (Quick Overview)
PACI is the agency most people book on Meta. Since September 2021, PACI has said that visitors to its headquarters and branches need a Meta appointment, and staff check the barcode at the entrance.
Common PACI services on Meta include Change of Address, Lost Civil ID, Correction of Name, Correction of Latin Name and Gulf Citizen Civil ID Renewal. The main branches are South Surra, Ahmadi and Jahra. Many tasks, such as normal renewals, now start in Sahel, so book only when you must attend.

MOI Biometric Fingerprint Appointments on Meta
Biometric fingerprint enrollment belongs to the Ministry of Interior, not PACI. It is required for citizens and residents aged 18 and over, including GCC nationals.
To book it, choose the Ministry of Interior in Appointments Search, then the General Department of Personal Identification (some guides call it Criminal Evidence), then Biometric Enrollment, and pick a center. Guides name centers such as Mishref and Umm Al-Haiman.
In April 2024, Kuwait Times reported a scramble for slots: about 2 million people had given their biometrics and around 400000 still had to. Users said new slots often appeared after midnight. Citizens can book from abroad, and walk-ins are generally not accepted.
Your Confirmation, Barcode and QR Code
After you confirm, Meta shows a confirmation with a barcode or QR code and a reference number. Guides report that the confirmation is also sent by SMS or email.
- Take a screenshot, or print it from My Appointments.
- Show it at the entrance, where staff check the barcode.
- Check the agency, branch, date and time before you leave home.
- Bring your Civil ID card, and your passport if you are an expat.
Arrive about 15 minutes early. If you come very late, do not count on being served.
How to Cancel or Reschedule a Meta Appointment
- Step 1 Log in to Meta or open Appointments in Sahel.
- Step 2 Click My Appointments and select the booking.
- Step 3 Click Cancel (in some versions under a plus icon as Cancel Appointment) and confirm.
One guide says cancellation works up to 24 hours before the appointment, so cancel early. To check a booking, open My Appointments and click on it.
Sources differ on rescheduling. Some guides show an Edit or Reschedule option, while others say Meta has no direct reschedule. If you do not see one, cancel and book a new slot. If you miss an appointment, simply book a new one.
Is There a Meta Kuwait App?
Sources differ here too. One Arabic guide describes a Meta app on Google Play, while another recent guide says there is no separate Meta app. The safe choice is to use meta.e.gov.kw in your phone browser or the official Sahel app.
Avoid apps or sites that copy the Meta name and ask for your civil number and password. Only type your password on meta.e.gov.kw.
No Slots Available? How to Find an Appointment
Busy services can look fully booked for days. Kuwait Times reported in February 2025 that residents trying to book PACI address changes found slots gone soon after midnight. These habits help:
- Check early, between 8:00 and 9:00 AM, and again late in the evening, when cancelled slots come back.
- Try another center or branch, not only the nearest one.
- Look at the evening shift if the service offers one.
- Use both Meta and Sahel; one may load when the other is slow.
- Check whether the task can be done online in Sahel instead.
Never pay a third party for a slot. Meta bookings are free.
