For a Kuwaiti citizen, the Civil ID is more than a residency card. It is the national identity card issued by the Public Authority for Civil Information (PACI), it carries your 12-digit civil number for life, and inside the GCC it can even replace your passport. Children get their first card soon after birth, the record changes again at 18, and adults renew online in a few minutes.

What Is the Civil ID for Kuwaiti Citizens?
The Civil ID (البطاقة المدنية) is the official identity card for everyone registered in Kuwait. For citizens it shows your name, photo, civil number, date of birth and nationality, the card also carries details such as blood type and address, and its chip holds the data used by Kuwait Mobile ID and card readers.
Law No. 32 of 1982 on the civil information system says every person aged 18 or over must carry a civil card. The same law lets the Minister set the card form, data, validity and renewal date for Kuwaitis. The law also bars employers and institutions from hiring or enrolling someone who has no card.
First Civil ID for Kuwaiti Children
A Kuwaiti child’s first card comes from the newborn service. PACI’s official newborn page says you register online on the PACI site or in Sahel with two documents: the birth certificate and the nationality proof certificate that shows the blood type.

Deadline: the official Kuwaiti page does not list a deadline or fine. Guides say to register within 60 days of birth and quote a 20 KD fine after that, so sources differ.
As the child grows: from age 5, renewals need two photos and a recent passport copy (or nationality proof and a photo), and guides say a new photo is needed at each renewal from 10 to 18.

Updating Your Card at 18: Your Own Nationality Certificate
Before 18, the MOI issues a child’s nationality certificate with the child’s Civil ID and, from age 10, a photo. At 18, the young citizen gets a nationality certificate in his or her own right. The MOI service for children of Kuwaitis who reached 18 asks for:
- Biometric fingerprinting at the General Department of Criminal Evidence.
- A copy of the birth certificate.
- A copy of the Civil ID, both sides, showing the blood type.
- Four recent 4 x 6 cm photos with a blue background.
- The latest school certificate, and any foreign certificates equated by the Private Education Department.
- A fee of 1 KD, paid at the General Department of Nationality and Travel Documents in your governorate.
The father, the person or an approved representative attends. PACI then asks for this original certificate and a copy at every renewal from 18.

Online renewal usually needs no uploads, because PACI pulls the data from the MOI. Documents matter for first cards and office visits.

Most citizens pay 5.250 KD in total. The disability exemption comes from Law No. 8 of 2010 and needs proof from the Public Authority for Disability Affairs. You pay by K-Net on the PACI website or in Sahel.
How to Renew Your Civil ID Online (Step by Step)
You can renew without a visit unless you change the photo. Sahel is the easiest route:

- Step 1 Open the Sahel app and log in with Kuwait Mobile ID.
- Step 2 Tap Services, then Public Authority for Civil Information.
- Step 3 Open Card Services, then Card Renewal.
- Step 4 Select yourself or a family member and tap Next.
- Step 5 Pay the fee by K-Net and save the receipt.
- Step 6 Wait for the ready message, then collect the card.

On the PACI website: choose Card Renew, enter the civil number, tap Submit, then Click here to pay the fees and Pay, choose your bank and finish the K-Net payment, then Print the receipt.
By phone or SMS: call 1889988 and follow the card service menu, or send R followed by the civil number to 1889988.
In person: book a Meta appointment for the citizens office. The official page lists PACI headquarters in South Surra, while guides place the citizens office in Zahra.
Collect the card within 6 months, because guides say an uncollected card is destroyed and you pay again.
How Long Is a Kuwaiti Civil ID Valid?
Sources differ here. The law leaves validity for Kuwaitis to ministerial decision, and the official renewal page gives no number of years.
- One unofficial guide says adult cards last 5 years, a child’s card runs to age 10, and from 10 to 18 to age 15.
- Another guide says citizens typically get cards valid for ten years.
- PACI gave a specific group, the wives of Kuwaitis whose nationality was withdrawn, five-year cards in January 2025, expiring on 9 January 2030.
The safe answer is to read the expiry date on your card or in Kuwait Mobile ID and renew a few weeks before it.
Civil ID Photo Rules for Citizens
The official renewal page lists the photo rules:
- Recent colour photos, 4 x 6 cm.
- No eyeglasses.
- Face length between 2.2 and 2.5 cm, in the centre.
- A background that does not affect clarity (most guides and users say plain blue).
- Not in military uniform, and not a side profile.
Since July 2025, you can add or update a photo in Sahel under Individual Services. A photo change means a new card and the 5 KD fee.
Travelling to GCC Countries with Your Civil ID
Citizens can travel to Saudi Arabia, the UAE, Qatar, Bahrain and Oman on the Civil ID. Article 1 of Ministerial Resolution No. 2646/2024 treats the Kuwaiti Civil ID as a transit document that can replace the passport within the GCC.
On 8 January 2025, the MOI announced that the Civil ID cannot be used for GCC travel if your passport is not valid, is lost with a replacement pending, or has been withdrawn. In practice:
- Keep a valid passport on file even if you travel on the card.
- Carry the passport anyway, because some airlines ask for it.
- For children, no source we found confirms card-only travel rules, so take their passports.
Lost or Damaged Kuwaiti Civil ID
The law requires you to report a lost card and get a replacement, which costs 20 KD. Guides list these documents for citizens: the nationality certificate, passport or driving licence; a birth certificate or passport for anyone under 18; and the lost card replacement form. Changing Your Address as a Kuwaiti Citizen
Since 16 September 2026, citizens can change their address in Sahel. Open the PACI portal, go to Individual Services and choose Change Kuwaiti Address, pick the residence type (rental, owned home or parent’s residence), upload the deed or lease and submit. ARY News reported that complete requests go for immediate approval.
Citizen households follow stricter rules:
- The whole family changes address together.
- One address can hold up to 4 families or 30 people.
- The card reprint costs 5.250 KD.
The law allows a fine of up to 100 KD for not reporting data changes such as a new address.
Women, Marriage and Names on the Civil ID
Kuwaiti civil records use a four-part name: your own name, your father’s name, your grandfather’s name and the family name. A Kuwaiti woman does not take her husband’s name, so marriage does not change the name on the card.
The law asks for marriage contracts, divorce certificates and court rulings to reach PACI within two weeks, and a move to a spouse’s home goes through the address change, using the spouse’s Civil ID or deed. If the English spelling of a name is wrong, PACI lists a service to update the Latin name for a Kuwaiti; name corrections in Arabic start with the MOI.
The wives of Kuwaitis whose citizenship was withdrawn under Article 8 receive a separate card with a blank nationality field marked “treated as Kuwaiti”.
Military Staff and Students
No special service exists for these groups, but:
- Military personnel: the photo must not show military uniform.
- Students: universities and schools need a valid card, since the law bars enrolling a person without one.
- Studying abroad: renew online in Sahel before you leave; a representative with an MOJ power of attorney can handle office steps.
- Students turning 18: finish the nationality certificate and fingerprints before leaving for study, since the in-person steps cannot be done abroad.
