Every domestic worker in Kuwait, from a housemaid to a family driver, holds an Article 20 residence and needs a Civil ID card from the Public Authority for Civil Information (PACI). The worker does not apply alone. The sponsor, a Kuwaiti or expat household, handles the residency with the Ministry of Interior (MOI) and then the first Civil ID registration with PACI, and a missed step can mean a 20 KD fine or a blocked residency.

What Is a Civil ID for Domestic Workers (Article 20)?

Article 20 is the residence category for domestic labour in Kuwait: housemaids, cooks, nannies, private drivers and similar household staff. Since March 2019, residency is no longer stamped in passports. It is recorded on the Civil ID, so the card is the worker’s main proof of legal residence.

PACI calls the service First-Time Registration of Domestic Workers (Article 20). It issues the first card once the MOI has granted residency, and the worker needs it for banks, clinics, phone lines and travel.

Who Applies: The Sponsor’s Role

PACI’s own e-service description says it lets citizens and residents register domestic workers for the first time. In practice that means:

  • The sponsor applies online or at the PACI office, using the worker’s documents.
  • The sponsor pays the card fee and any late fine.
  • The worker’s address is normally the sponsor’s home, because an Article 20 worker is expected to live in the sponsor’s house.
  • The sponsor renews the residency with the MOI before the card is renewed.

The worker should keep the card.

Before the Civil ID: Visa, Residency and Medical Steps

PACI cannot register a worker who has no residency. The usual order is:

  • Step 1 Get the entry visa. Since early June 2026, sponsors can apply for domestic worker visas in the Sahel app, run by the MOI with the Public Authority for Manpower (PAM).
  • Step 2 The worker arrives and completes the medical test and biometric fingerprints.
  • Step 3 Apply for the Article 20 residency in Sahel or MOI e-services. The residency cannot last longer than the worker’s health insurance, and is generally up to two years.
  • Step 4 Print the MOI residence extract and register the worker with PACI within 30 days.

Since 23 December 2025, domestic workers must be aged 21 to 60 (the minister can make exceptions), and Kuwaiti families can sponsor three to five helpers, depending on household size.

How to Register a Domestic Worker on PACI (Step by Step)

You can register online through the PACI website or the Sahel app, or in person at the PACI headquarters in South Surra, Ground Floor, Expatriate Registration Office, from 8:00 AM to 1:00 PM.

  • Step 1 Collect the passport scans, photo and MOI residence extract.
  • Step 2 Open PACI e-services or Sahel and choose Domestic Workers First Time Registration (Article 20).
  • Step 3 Enter the details the form asks for and upload clear copies of each document.
  • Step 4 Submit the request and keep the reference or SMS confirmation.
  • Step 5 Pay the card fee on the PACI website once the request is accepted.
  • Step 6 Track the card status and collect it when it is ready.

Domestic Worker Civil ID Fees: 2 KD or 5 KD?

Some guides quote 2 KD for a domestic worker card, while the current PACI Article 20 page lists 5 KD. The 2 KD figure comes from older official pages that described a plastic card for domestic staff.

Deadline and Late Registration Fine

The sponsor must register the worker within 30 days of the residence issuance date. After that, PACI records a 20 KD violation fine, payable on its website before the card is printed.

Count the 30 days from the date on the MOI residence extract, not the arrival date. If you are close to the limit, submit online the same day.

Collecting the Domestic Worker’s Civil ID

Guides say expat cards take around 10 days, but it varies. When the card is ready, the options are:

  • Self-service kiosk at a PACI office, using the Receive the Card slot.
  • Home delivery through PACI’s delivery service, using the serial number and civil number, for about 2 KD.
  • PACI office card delivery counters in South Surra, Al Ahmadi (South Sabahiya) and Al Jahra.

Guides warn that a card left uncollected for six months is destroyed and must be paid for again. Check the name and passport number on collection.

Renewing a Domestic Worker’s Residency and Civil ID

Renewal happens in two parts. First the sponsor renews the Article 20 residency with the MOI, then the Civil ID is renewed with PACI.

Before renewing, the worker’s passport should be valid for at least six months, health insurance must cover the new period, and all residency fines must be cleared. Since June 2026, renewal is available in Sahel under the domestic workers section, as well as on MOI e-services.

After the new residency is issued, renew the card through PACI e-services or Sahel, the same way you would renew any Civil ID online. Online renewal works only when the photo is not being changed.

Lost or Damaged Domestic Worker Civil ID

A lost, stolen or damaged card is replaced like any expat card. The replacement fee is 20 KD, paid on the PACI website.

  • Request the replacement in Sahel or at the PACI Expatriate Registration Office in South Surra.
  • Bring the worker’s original valid passport and a copy.
  • A Kuwait Times report from 2021 says a police report is no longer required for a lost Civil ID.

Transferring a Domestic Worker to a New Sponsor

Since January 2024, the MOI has allowed domestic worker residency to move from one sponsor to another online through Sahel. Since June 2026, transfer and cancellation also sit in the Sahel domestic workers section.

Keep two rules in mind:

  • Six-month guarantee: the recruitment law sets a guarantee period of six months from arrival. A transfer without PAM’s knowledge can cancel the guarantee unless a new contract is signed by the new employer, the office, the worker and PAM.
  • New card after transfer: because residency data is printed on the card, the worker normally needs a new Civil ID showing the new residency.

A one-off 2024 grace period (14 July to 12 September) let domestic workers move to Article 18 private sector visas. That window has closed.

Absconding Reports and the Civil ID

If a worker leaves the sponsor’s home without notice, the sponsor files an absconding report. Kuwait Times reported in 2023 that reports are filed at MOI service centres, and the worker’s name is then listed as wanted at Kuwait’s borders. The MOI Domestic Help Department investigates claims.

For the worker, the report puts a security restriction on the residency file, so the Civil ID no longer proves legal residence. For the sponsor, a 2021 Kuwait Times report says that if the worker leaves within six months of arrival, the sponsor can complain to PAM and be reimbursed by the recruitment office, including the ticket.

Only file a report when it is true. Disputes over pay or treatment can go to PAM instead.

Residency Fines for Domestic Workers

Kuwait’s residency law, in force since 5 January 2025 and updated on 23 December 2025, sets daily fines when a domestic worker’s residency is not obtained or renewed on time.

Article 20 workers may also stay outside Kuwait for up to four months. A longer absence needs a leave request through Residency Affairs or Sahel, or the residency can lapse. Domestic workers are not subject to the 2025 exit permit rule for private sector workers.

Sahel Services for Domestic Worker Sponsors

Sahel, the unified government app, now covers most of the sponsor’s work:

  • Visa for a new worker or driver (MOI, since mid-May 2026 for drivers and early June 2026 for domestic workers).
  • Article 20 residency issue, renewal, transfer and cancellation.
  • First-time PACI registration of a domestic worker.
  • Civil ID renewal and card status updates.
  • Leave requests for long stays abroad.

Log in with your own civil number and approve the request in Kuwait Mobile ID. Limits apply: married men can sponsor up to three domestic workers and one driver, and single men one driver only.
