PACI Address Number Kuwait: Find It and Get a Certificate
PACI Address Number Helper
Check your numbers and see which PACI address service fits what you need.
Nothing you enter leaves this page. This is a guide only; only PACI can confirm your registered address.
Every home in Kuwait has a PACI number, the automated address number from the Public Authority for Civil Information (PACI). It is printed on a small plate by your door, it sits on your lease, and you need it whenever you register or change the address on your Civil ID. Lose track of it, or type one wrong digit, and an address request can bounce straight back.
I compared PACI service pages, Kuwait Government Online listings, news reports from Kuwait Times, Arab Times and Times Kuwait, and the most-read guides, then put the answers in one place. If you only want to know whether your card is ready, use our Civil ID status checker instead. This guide explains what the PACI number is, where to find it, how to check address availability, and how to get an address certificate on Sahel, for citizens and expats alike.

What Is the PACI Number (Automated Address Number)?
The PACI number is the automated number (in Arabic, al-raqm al-aali) that PACI gives to a place in its national addressing system. It points to one exact spot: a villa, a building or a flat. Delivery drivers, government offices and PACI itself use it to find an address without long directions.
Guides do not agree on the exact length. Most guides and older plates show 8 digits, while some 2026 address-change guides describe a 9-digit unit number. Some guides say each building has one number, while others say every flat has its own. The safe rule: copy every digit exactly as printed on the plate for your own unit, not your neighbour’s or the building entrance.
PACI Number vs Civil Number vs Serial Number
People mix up the numbers PACI uses. Here is how they differ:
| Number | Length | Belongs to | Used for |
|---|---|---|---|
| PACI number | 8 digits (some guides say 9) | Your home or unit | Address registration, Kuwait Finder, deliveries |
| Civil number | 12 digits | You, as a person | Sahel login, status checks, almost every service |
| Card serial number | 9 digits | The physical card | Card validity check, some registrations |
The civil number and the PACI number are linked only through your registered address. When you move, your civil number stays the same but your PACI number changes.
Where to Find Your PACI Number
You can find it in four places:
- Door plate. A small PACI plate near your flat door, beside the lift or at the building entrance. Newer plates also carry a barcode.
- Lease contract. A sealed lease from your landlord or real estate office should show the property automated number.
- Ownership deed. If you own the home, the deed shows the full automated property number.
- Kuwait Finder. The free PACI map app shows the number when you tap a building.
If your building has no plate at all, guides say the landlord must register the building with PACI before tenants can register there. You can also call the PACI hotline on 1889988.
How to Find a PACI Number in Kuwait Finder
Kuwait Finder is the official PACI map app for iPhone and Android, and it is free. It can search by PACI number or by address.
Prefer to watch? This video shows how to use the Kuwait Finder app:
- Step 1 Install Kuwait Finder by PACI and open it, as a guest or with a sign-in.
- Step 2 Search by governorate, area, block, street and house or parcel, or use your current location.
- Step 3 Zoom in on your building until the numbers appear on the map.
- Step 4 Tap the building to see its details and copy the number.
- Step 5 Compare it with the plate by your door and your lease.
You can also type a PACI number into Kuwait Finder to see where an address is, and share the location on WhatsApp. That makes it useful before you sign a lease.
How to Check Address Availability on the PACI Website
The Address Availability service tells you whether PACI holds a valid address for your Civil ID. It is on the PACI card services page, next to card status and card validity.
- Step 1 Open the PACI e-services card inquiry page.
- Step 2 Choose Address Availability (in Arabic, Tawaffur al-Unwan).
- Step 3 Enter your 12-digit civil number.
- Step 4 Tap Inquire and read the result.

The same service is listed on Kuwait Government Online as Inquiring about Address Availability. Run it after every move and whenever a bank or office says your address is not valid.
What the Address Availability Result Means
The result shows whether you have a valid registered address. If it says your address is valid, your Civil ID record is in order. If it shows no valid address, PACI may have removed it, usually after an owner declaration, an expired lease or a building demolition.
In that case, register a new address quickly. PACI publishes removed names in the official gazette, Kuwait Alyoum, and gives 30 days to register a new address. Under Article 33 of Law No. 32 of 1982, the fine can reach KD 100.
What Is a PACI Address Certificate?
When an embassy, bank or employer asks for an address certificate, they usually mean an official PACI document that proves where you lived. In 2026 PACI moved several certificates into Sahel, the government app:
- Certificate of Previous Addresses: lists the addresses registered to your Civil ID, with dates.
- Certificate of Previous Name and Certificate of Previous Nationality.
- To Whom It May Concern certificate in English.
Reports differ on timing. A PACI announcement reported in February 2026 listed all four certificates, and Arab Times, Times Kuwait and ARY News reported the Certificate of Previous Addresses as a new Sahel service in June 2026. Either way, citizens and residents can now request it online without a visit. In July 2026, PACI also added a civil registration certificate on Sahel.
How to Get a PACI Address Certificate on Sahel (Step by Step)
Guides describe this path in Sahel:
- Step 1 Open Sahel, enter your civil number and approve the login in Kuwait Mobile ID.
- Step 2 Tap Services on the bottom bar.
- Step 3 Open Public Authority for Civil Information (PACI).
- Step 4 Open Certificates.
- Step 5 Choose Certificate of Previous Addresses and check your details.
- Step 6 Submit the request and save the reference number.
- Step 7 Open My Requests and download the certificate when it is complete.
If you cannot see Certificates, update Sahel to the latest version. No source I checked lists a fee for this certificate, so check the screen before you pay anything.
What the Certificate Shows and How to Use It
The Certificate of Previous Addresses shows your full name, civil number, your registered address history with dates, and a PACI stamp with a QR code so others can verify it. It is issued in Arabic.
One guide stresses that it is a history record, so it may not be what an office wants as proof of your current address. Common uses:
- Embassies: visa, residency or emigration files that ask for past residence in Kuwait.
- Banks: extra due diligence (KYC) checks.
- Employers: background checks.
- Courts and lawyers: legal matters.
If an embassy needs a stamped paper copy, ask whether it must be translated or attested by the Ministry of Foreign Affairs first.
The Residence Declaration Form
PACI also uses a residence declaration form when you register or change an address. Kuwait Government Online lists it as the Place of Residence Declaration Form, and the PACI card services page has a Download housing declaration button.
The form confirms that you live at the address. Guides say it should be signed by the owner or by the person who signs for the property, such as the sponsor or building caretaker (haris), and then uploaded in Sahel or handed in at a PACI centre. Under newer PACI rules for expat leases, some cases also need a signed declaration of accuracy, plus a recent electricity bill or ownership deed.
The Landlord’s Role in Your PACI Address
Your landlord controls more of your PACI address than you might think:
- Lease: the landlord or real estate office issues the sealed lease that shows the automated number.
- Approval: for Sahel address changes, guides say the building owner must approve the request in their own Sahel account, within 14 days, before PACI starts processing.
- Owner reports: an owner can tell PACI that a tenant no longer lives there, which leads to address removal.
- Plates: if the building has no PACI plate, the owner must sort out registration.
Arab Times reported in August 2025 that some caretakers sold addresses using an owner’s Civil ID, the building’s PACI number and forged leases. The real tenant’s address was then deleted. Ask for a proper lease and receipts, and check Address Availability now and then.
Where the PACI Number Is Used
You will need your PACI number for:
- Civil ID: first Civil ID registration for expats and every address change ask for it.
- Bank accounts: banks check your registered address during KYC, and some ask for proof of address.
- Utilities and housing: PACI address rules link the lease, the automated number and the electricity bill in your name.
- Deliveries and maps: couriers and drivers use it in Kuwait Finder to reach the exact door.
- Government services: official notices and many forms use your registered address.
When you move, follow our guide to the Civil ID address change and enter the new unit’s number.

Can expats get a PACI address certificate?

Not always. It is a history of registered addresses, so check whether the office wants history or current address proof.
What is the residence declaration form?
It is the PACI form that confirms you live at an address. It is signed for the property and used when you register or change an address.
What should I do if my building has no PACI plate?
