Do it in the wrong order and you can be stopped at the airport over a water bill, or leave dependants behind on a residency that no longer has a sponsor.

What Happens to Your Civil ID When You Leave Kuwait for Good?

Since March 2019, residency data is recorded on the Civil ID instead of a sticker in the passport. That makes the card your proof of residency. When the MOI cancels the residency:

  • The Civil ID is cancelled and no longer proves legal stay.
  • The work permit at the Public Authority for Manpower (PAM) ends.
  • Services linked to your civil number, such as Sahel requests that need a valid residency, stop working.

The official cancellation pages ask for the sponsored person’s original Civil ID, so in practice you hand the card in when the residency is cancelled. Keep a photocopy for your records.

Who Cancels the Residency: Sponsor, Company or You

In Kuwait you cannot cancel your own work residency alone. The sponsor signs the cancellation form:

Residency Affairs here means the General Department of Nationality and Travel Documents in your governorate. Under the residency law (Decree-Law 114 of 2024, in force since 5 January 2025), employers must notify the MOI within two weeks when a worker’s service ends.

For banks, ask for a clearance or closure letter, settle loans and cancel standing orders. Close or move your salary account only after your final settlement is paid.

Documents Needed for Residency Cancellation

How to Cancel Residency When Leaving Kuwait (Step by Step)

For a private sector expat leaving for good, the usual order is:

  • Step 1 Give notice to your employer and agree on your last working day and final settlement.
  • Step 2 Pay traffic fines, electricity and water bills and any court debts, and settle bank loans.
  • Step 3 Cancel your dependants’ residencies first, because the Article 18 cancellation asks for their passports and original Civil IDs.
  • Step 4 The employer cancels your work permit with PAM, through the Ashal portal.
  • Step 5 The employer submits the residency cancellation in Sahel (Residence Services) or at Residency Affairs, with your original passport and Civil ID.
  • Step 6 Request an exit permit in Sahel or Ashal and wait for the employer’s approval.
  • Step 7 Confirm the cancellation in Sahel or the MOI app, then travel before your departure deadline.

Keep copies of every receipt, the cancellation paper and your final settlement.

Private Sector Workers: Work Permit and Exit Permit

Since 1 July 2025, private sector expats on Article 18 residency need an exit permit approved by the employer before they travel. PAM announced the rule on 11 June 2025, and Kuwait Times reported that it covers people who leave and return as well as people who leave permanently.

  • Workers request the permit with their civil number in Sahel or Ashal.
  • Employers approve it in Sahel Business or Ashal.
  • If the employer refuses without a valid reason, the worker can complain to PAM.

The exit permit and the work permit cancellation are separate steps, so plan both together.

End of service: under the private sector labour law (Law 6 of 2010), guides describe the indemnity as 15 days of pay per year for the first five years and one month per year after that. Ask for your final settlement in writing before you sign the cancellation.

Government Employees and Other Residency Types

Expats in the government sector (Article 17) leave through their ministry or department. In September 2024, the Civil Service Commission said it had automated end of service steps for outgoing expat employees, and dues are paid once all financial obligations to the state are settled.

Other residency types follow the same idea: clear your dues, then have the residency cancelled.

Cancelling Residency for Domestic Workers

Sponsors cancel a domestic worker’s residency (Article 20) in Sahel under Residence Services or at Residency Affairs. Before you cancel:

  • Pay the worker’s end of service benefit. Under Law 68 of 2015, domestic workers get one month’s wage for each year of work at the end of the contract.
  • Pay all wages and leave due.
  • Keep the worker’s original passport and Civil ID ready for the cancellation.

PAM confirmed in July 2025 that domestic workers do not need the new exit permit. If a worker leaves the job without notice, the residency law requires the sponsor to report it within two weeks. A worker abroad more than four months without an approved leave request can lose the residency.

Cancelling Residency for Dependants

Wives, children and other dependants on Article 22 residency depend on the main sponsor. If the sponsor is leaving for good:

  • Cancel the dependants’ residencies first or at the same time.
  • Bring each dependant’s original Civil ID.
  • Make sure each dependant has no fines or travel ban of their own.

The Article 18 cancellation page asks for the passports and original Civil IDs of the people you sponsor, which is why their files must be settled before yours. If a dependant will stay in Kuwait, they need a transfer to a new sponsor or their own residency before you cancel.

Returning the Civil ID Card

There is no separate PACI “return card” service for expats leaving. The card goes back as part of the residency cancellation, because the MOI forms ask for the original Civil ID of the person whose residency is cancelled.

  • If you lost the card, tell the sponsor before cancellation and ask Residency Affairs what to bring instead.
  • Keep a photocopy of the front and back.
  • Do not throw away an old card while your residency is still valid.

How Long You Can Stay After Cancellation

The rules do not publish one fixed number of days for every case. Under Article 15 of the residency law, a person whose permit ends must leave within a period set by the MOI, of no more than six months from the end of service.

What is clear is the fine for staying too long. Under the executive regulations in force since 23 December 2025, overstaying a temporary residence permit or departure notice costs:

Residency Cancelled While You Are Outside Kuwait

You do not always need to be in Kuwait for the Civil ID to be cancelled. Under Ministerial Resolution 2249 of 2025, most expats cannot stay outside Kuwait for more than six months, and domestic workers for more than four months unless the sponsor files a leave request. Children of Kuwaiti women, property owners and investors are exempt from the six-month limit.

Kuwait Times reported in March 2023 that when the MOI cancels a residency for absence, automated links with PAM and PACI revoke the work permit and cancel the civil card at the same time. Bank accounts and bills left behind still need handling, so leave a power of attorney with someone you trust.

How to Check Your Residency Cancellation Status

  • Step 1 Log in to Sahel with your civil number and approve the request in Kuwait Mobile ID.
  • Step 2 Open Services, then Ministry of Interior, and search for residency services to see the status.
  • Step 3 Sponsors can log in to the MOI Individual E-Services platform and open Sponsorships to see each sponsored person.
  • Step 4 In the MOI Kuwait app, tap Residency.
  • Step 5 Call PACI on 1889988 if your card status is unclear.

Since July 2026, expats can also issue a residence permit proof certificate in Sahel to prove a valid residency.
