PACI Appointment Booking in Kuwait: Meta and Sahel Guide 2026
PACI Appointment Planner
Check your details, your booking day and what to bring before you book on Meta.
Nothing you enter leaves this page. This is a guide only; Meta shows the real slots, branches and hours.
Most visits to the Public Authority for Civil Information (PACI) start long before you reach the building. You book a time slot online on Meta, the government appointment portal at meta.e.gov.kw, and you show the booking at the entrance. Without it, you can lose a whole morning at South Surra and go home with nothing done.
I compared PACI announcements, news reports from Kuwait Times and Arab Times, and the guides people in Kuwait use most, then put the full process in one place. If you only want to know whether your card is printed, our Civil ID status checker is quicker. This guide covers Meta registration, booking on the website and in Sahel, the PACI services you can book, cancelling, branches and hours, and the problems people hit most.

What Is the Meta Portal and Why PACI Needs an Appointment
Meta (in Arabic متى, meaning “when”) is Kuwait’s central booking platform for government offices. It handles appointments for more than 30 government institutions, including PACI, the Ministry of Interior and the Ministry of Health.
In September 2021, PACI announced that visitors to its headquarters and branches must book through Meta, and that visitors without an appointment would not be served. The rule has stayed in place. Recent guides still say walk-ins are generally not accepted, and staff at the entrance check your appointment barcode.
Booking is free. Anyone who has a Civil ID number, Kuwaiti or expat, can register and book.
What You Need Before You Book
Get these ready before you open the portal:
- Your 12-digit Civil ID number.
- The Civil ID serial number, printed on the back of your card. It is only needed the first time you register.
- A Kuwait mobile number that is registered with PACI, because the SMS code goes there.
- An email address you can open, for the verification code and password resets.
- A rough idea of which service you need, such as Change of Address or Lost Civil ID.
If your mobile number in PACI records is old, fix it first in Sahel. Otherwise the one-time code will never reach you.
How to Register on Meta (Step by Step)
You register once and then log in with your civil number and password every time.
- Step 1 Open meta.e.gov.kw in your browser and choose English or Arabic.
- Step 2 Click Register as a new user on the login page.
- Step 3 Enter your Civil ID number, the serial number from the back of the card, your mobile number and your email.
- Step 4 Accept the terms and click Register.
- Step 5 Enter the OTP sent by SMS, then the verification code sent to your email.
- Step 6 Create and confirm your password, then log in.
When you log in later, tick Remember Me on your own device to save time. If you forget the password, click Forgot Password, enter your civil number and click Submit; a reset link arrives by email.
How to Book a PACI Appointment on Meta (Step by Step)
Menu labels change a little between updates, but the flow stays the same:
Prefer to watch? This short video shows how to book a PACI appointment on Meta:
- Step 1 Log in to Meta with your civil number and password.
- Step 2 Open Appointments Search (also shown as Search for services) from the side menu.
- Step 3 Select the Public Authority for Civil Information from the list of agencies.
- Step 4 Open Services Categories, choose the right category, then Services, and click Apply next to the service you need.
- Step 5 Choose the PACI branch, then pick the morning or evening shift if asked, and click Next.
- Step 6 Select an available day and time slot and click Submit.
- Step 7 Check the summary and confirm the booking.
- Step 8 Open My Appointments to view the booking, and save or print the confirmation.
Pick the exact service, or staff can send you back to book again.
How to Book a PACI Appointment Through Sahel
The Sahel app connects to the same Meta booking system, so you do not need a separate account. Sahel logins are approved in Kuwait Mobile ID, so set that up first; our Kuwait Mobile ID guide explains how.
- Step 1 Open Sahel, enter your civil number and approve the login in Kuwait Mobile ID.
- Step 2 Tap Appointments in the bottom bar.
- Step 3 Tap Book an Appointment (some versions say Book a new appointment).
- Step 4 Choose the Public Authority for Civil Information, then the service and branch.
- Step 5 Pick a date and time slot and tap Book.
Both channels show the same bookings.
PACI Services You Can Book on Meta
PACI lists its counter services under Person Services and civil card categories. The names below come from the PACI booking list as reported by guides; the live list can change.
| Service | Typical reason |
|---|---|
| Change of Address | Moving home or an address that was removed |
| Lost Civil ID | Card lost, stolen or damaged |
| Correction of Name | Spelling error in the Arabic name |
| Correction of Latin Name | Spelling error in the English name |
| Change/Correct Date of Birth | Wrong birth date in records |
| Add picture for 5 years old | Photo for a child turning five |
| Marriage Contract Registration | Adding a marriage to your file |
| Gulf Citizen Civil ID Renewal | GCC nationals renewing a card |
| Correction of Residency File | Residency data that does not match |
| Landlord Fingerprint | Property owner verification |
Other listed services include Property Owners Complaints, Registration/Cancellation of Travel Document, Cancellation of Residency File, Suspended Residency and Add Title. Many tasks, such as a normal renewal or address change for most expats, now start online in Sahel, and you only need Meta when PACI asks you to attend.
Biometric fingerprint appointments are not PACI services. They belong to the Ministry of Interior, so choose the MOI on Meta for those.
Your Booking Confirmation, Barcode and QR Code
After you confirm, Meta shows a confirmation with a barcode or QR code and a reference number. Guides report it also arrives by SMS or email. Keep it ready:
- Save a screenshot on your phone, or print the summary from My Appointments.
- Show it at the branch entrance, where staff check the barcode.
- Check the branch name, date and time before you leave home.
Arrive a little early. Older PACI rules cancelled bookings for people who came very late, so do not count on being served after your slot.
How to Cancel or Reschedule a Meta Appointment
- Step 1 Log in to Meta or open Appointments in Sahel.
- Step 2 Open My Appointments and select the booking.
- Step 3 Click Cancel and confirm.
One guide says cancellation works up to 24 hours before the appointment, so cancel early. A cancelled slot is released for someone else.
Sources differ on rescheduling. Some guides show a Reschedule option in My Appointments, while others say you must cancel and book a new slot. If you do not see Reschedule, cancel and rebook. If you missed an appointment, you can simply book a new one.
What to Bring on the Day
The documents depend on the service, but this set covers most PACI visits:
| Bring | Why |
|---|---|
| Appointment confirmation | Checked at the entrance |
| Civil ID card (old or current) | Identity and record lookup |
| Passport (expats) | Required for most expat services |
| Service documents | For example a lease for address change |
| Photocopies | Copying may not be available inside |
| KNET card | For any fees paid at the counter |
For address changes, PACI usually asks for the lease, the PACI unit number and the owner details. Our Civil ID address change guide lists them in full.
PACI Branches and Working Hours
PACI returned to its full official schedule on Sunday 3 May 2026, after a Civil Service Commission circular, according to Arab Times. The main service centres are:
| Branch | Area | Notes |
|---|---|---|
| South Surra HQ | Ministries Area, near Sixth Ring Road | Main branch, most services |
| Ahmadi | South Sabahiya | Serves the south |
| Jahra | Jahra | Kuwaitis in the morning, non-Kuwaitis in the evening |
Arab Times reported card collection hours of 7:30 AM to 1:00 PM and 2:00 PM to 7:00 PM, Sunday to Thursday. Public reception times differ by branch. Guides do not agree on exact shift times, and Ramadan uses a single shorter shift, so check the times shown in Meta when you book. All branches are closed on Friday and Saturday.
Older lists also name Liberation Tower, Adailiya and Kaifan offices; book only the branches Meta offers you.
Do You Always Need an Appointment?
For counter services at PACI branches, yes. But several jobs never need a visit:
- Checking card status: online, any time.
- Many renewals and expat address changes: in Sahel.
- Paying fees: online by KNET.
- Collecting a ready card: at a PACI self-service machine during collection hours, or by home delivery.
Book through Meta only when the service has to be done in person or when Sahel tells you to visit.
No Slots Available? How to Find an Appointment
Popular services, especially Change of Address, can look fully booked for weeks. Kuwait Times reported in February 2025 that residents found slots gone soon after midnight, and one person tried for three months. What helps:
- Check Meta several times a day, including late at night and early morning.
- Try another branch, for example Jahra or Ahmadi instead of South Surra.
- Look at the evening shift if your service offers one.
- Use both Meta and Sahel; one may load when the other is slow.
- Check whether the service can be done online in Sahel instead.
Avoid Paid Appointment Sellers
Kuwait Times reported that some typing offices and fixers charge large sums for PACI address work, including KD 130 for existing residents. Meta bookings are free. Never pay anyone for a slot, never share your Meta password, and never approve a Kuwait Mobile ID request you did not start yourself.
Common Meta Appointment Problems and Fixes
| Problem | Fix |
|---|---|
| OTP not received | Your mobile number at PACI may be old; update it in Sahel |
| Invalid serial number | Copy the serial from the back of the card, not the civil number |
| No verification or reset email | Check spam, or the email on file may be old |
| Page error or blank screen | Try another browser, incognito mode, clear cache, turn off VPN |
| Service not listed | Search under the right category, or the service may now be in Sahel |
| No slots showing | Check daily, try another branch or shift |
| Wrong service booked | Cancel and book the correct service |
| Locked account | Wait a while, then use Forgot Password |
| Turned away at the gate | Confirm the branch, date and barcode before you go |
For card or record issues, call the PACI hotline 1889988.
Tips for a Smooth PACI Visit

- Save the barcode on your phone and print a copy.
- Check documents the night before.
- Arrive 15 minutes early.
- Cancel if you cannot go, so the slot helps someone else.
- Use Sahel first; book Meta only when you must attend.
- Never pay a third party for an appointment.
Most PACI bookings are made through Meta Kuwait. Check the PACI office locations and timings before your visit.

Conclusion
A PACI appointment takes a few minutes on Meta once your account is ready. Here is the short version:
| If you want to | Do this |
|---|---|
| Book a PACI visit | Meta, then Public Authority for Civil Information |
| Book from your phone | Sahel, then Appointments |
| Cancel | My Appointments, then Cancel |
| Avoid a visit | Check if Sahel can do it online |
- Register once with your Civil ID number and serial number.
- Book the exact service and save the barcode.
- Never pay anyone for a free Meta slot.
Portal labels, branches and hours change, so confirm the latest details in Meta and on PACI’s pages before you go. I based this guide on PACI announcements, official portals and news references, last checked in October 2026.
