Your residency is approved, but the job is not finished. Your first Civil ID card carries your residency, so you need it to travel, open a bank account, get a SIM card and use almost every government service. The Public Authority for Civil Information (PACI) issues it, and the clock starts the day your residence permit is issued.

What Is a New Civil ID for Expats?
A new Civil ID is the first smart card PACI issues to a foreign resident after their residency is approved. It shows your 12-digit civil number, your name, nationality and the card’s expiry date, and the chip holds your residency data.
Since 10 March 2019, Kuwait no longer stamps a residency sticker in passports. Residency data is recorded on the Civil ID, which you show with your passport when you leave and enter Kuwait.
PACI calls this service registration (or re-registration) for your residency article.
Residency First: What Happens Before the Civil ID
The Civil ID is the last step of the arrival process. For most new arrivals the order is:
- Entry visa issued through your sponsor or employer.
- Medical tests in Kuwait for residency.
- Fingerprints taken for the residency file.
- Work permit from the Public Authority for Manpower (PAM), for private sector workers.
- Residence permit issued by the MOI Residency Affairs department.

Deadline to Apply: 30 or 60 Days
PACI sets a strict deadline, and it depends on your residency article:

Who Applies: You, Your Sponsor or the Company Mandoob
The answer depends on your residency type:
- Private sector workers (Article 18): many companies have a government relations officer, called a mandoob, who often handles the Civil ID too. You can also apply yourself.
- Government employees (Article 17), self-sponsored residents (Article 24) and students (Article 23): usually apply themselves.
- Family members: the head of the family (the sponsor) usually applies for the wife and children.
- Domestic workers (Article 20): the sponsor, who is the employer, registers the worker.
Whoever applies needs the civil number, passport number, PACI unit number of the address and a mobile number for the verification code. If a mandoob applies, ask which number was used. For someone attending a PACI office for you, guides say a power of attorney from the Ministry of Justice is needed.
Documents Required for a First Civil ID
PACI lists these documents for Articles 17, 18, 19, 23 and 24. Every scan and photo must be clear.

Guides add that Indian passport holders need the page showing the father’s name, and some list a photo validity declaration form. In company housing, ask HR for the address papers.
Photo rules. Guides agree on a blue background and no eyeglasses, but they differ on size: some say 4 x 5 cm, others 4 x 6 cm. Upload a sharp colour photo with your face centred, and check the size the form asks for.
How to Apply for a New Civil ID Online (Step by Step)
The PACI website is the main route. Scan your documents first.

- Step 1 Open the PACI e-services website and choose the Article 17, 18, 19, 23 and 24 Registration and Re-Activation service.
- Step 2 Enter your civil number, passport number, PACI unit number and mobile number, then tap Next.
- Step 3 Enter the verification code sent by SMS and tap Next.
- Step 4 Select your religion, marital status and blood group.
- Step 5 Upload your passport pages, photo, lease contract and other documents.
- Step 6 Check everything and tap Save.
- Step 7 Pay the 5 KD card fee (and any fine) through Card and Fine Payment by KNET.
- Step 8 Track the request on the card status page and collect the card when it is ready.
The PACI unit number is the automated number of your address. You find it on your lease contract, or on a sticker at your building or flat.
Applying Through the Sahel App
PACI also accepts first-time registration through Sahel, the unified government app. Log in with your civil number and approve the request in Kuwait Mobile ID. Open Services, then Public Authority for Civil Information, and look for the registration or card services for your article. Names change with app updates.
Sahel is also handy for notifications. If no service fits your article, use the PACI website.

You pay through KNET with a local debit card. PACI does not print the card until the fees are paid, so keep the receipt until you hold the card.
Processing Time for a New Civil ID
PACI does not publish an official processing time. Guides put it at about 10 days after the documents are accepted and the fees are paid, though older reports mention longer backlogs.
To check progress, enter your civil number on the PACI card status page, or use the Civil ID status inquiry on Kuwait Government Online. You can also call the PACI hotline on 1889988. Common results:
- Issuance request accepted: fees must be paid before printing.
- Card is ready: collect it at the location shown.
- Card is valid and there is no new request: your new request was not registered yet, so try again later.

Collecting Your New Civil ID
When your card is ready, PACI sends an SMS to the mobile number on the request. You then have three options:
- Self-service machines: PACI kiosks hand out ready cards.
- PACI service centres: the main office in South Surra, plus branches such as Al Ahmadi (South Sabahiya) and Al Jahra. Bring your passport.
- Delivery: PACI runs a card delivery service for a fee; you enter your card and address details, then pay online.
Guides say a card not collected within 6 months of printing is destroyed, and you must apply and pay again. In 2023, PACI also studied a 20 KD fine for cards left uncollected for over 3 months; I found no report that it was adopted.
Check your name, nationality, date of birth and passport details on the card. Mistakes cause airport problems, and fixing them means a new card and fee.
Civil ID for Family Members and Dependants
Wives and children who join a resident come on family residency under Article 22. The sponsor applies for their residency through Sahel or the Residency Affairs department, and once it is issued, each family member needs their own Civil ID, including children.
PACI has a separate online service for this, Family Members First Time Registration (Article 22-26-27-29), which asks for the family member’s civil number, the sponsor’s Civil ID and a mobile number. The head of the family applies with each person’s passport and the family lease. If the system rejects someone, call 1889988.

Domestic Workers (Article 20): What Sponsors Need to Know
PACI’s Article 20 service lets citizens and residents register a domestic worker for the first time. It is the sponsor’s job.
- Deadline: 30 days from the residence issuance date, or a 20 KD fine.
- Documents: valid passport (Indian, Indonesian and Nepalese passports also need the second page), expiry page copy, photo, blood type if available and the MOI residence extract.
- Where: online on the PACI website or Sahel, or in person at PACI headquarters in South Surra, Ground Floor, Expatriate Registration Office, from 8:00 AM to 1:00 PM.
- Fee: sources differ. The first-time service page lists a 5 KD fixed fee, while other PACI pages and guides list a 2 KD plastic card for domestic staff. Pay what the PACI payment page shows.
Using Kuwait Mobile ID Before the Card Arrives
You can get a digital ID before the card. Since the May 2023 app update, expats whose card has not been delivered can register in Kuwait Mobile ID using their civil number and passport number. In 2020, PACI said expats can use the app to prove residency when entering Kuwait, but carry your passport and physical card when you travel.
