The civil number has 12 digits. Its second to seventh digits hold your birth date, and the last digit is a check digit, so a typo usually fails validation.

Can You Get the Serial Number by Phone, SMS or Sahel?

Not reliably. The PACI phone and SMS services on 1889988 work with your civil number, not the serial number:

  • SMS inquiry: send I followed by your civil number to 1889988.
  • SMS renewal: send R followed by your civil number to 1889988.
  • Charges: subscription is free, then 50 fils per message received.

One guide says the serial number is not available through 1889988, while another says the voice system asks for an ID Serial Number in the validity check. Sources differ, so treat the phone line as a backup, not a way to look up the number.

Sahel logs you in with your civil number and Kuwait Mobile ID approval. The guides I checked do not describe a Sahel screen that shows the serial number, so use the card or Kuwait Mobile ID.

Using the Serial Number to Register on Meta

Meta, the government appointment portal, asks for the serial number when you first register. Kuwait Times reported this in 2021, and 2025 guides list the same fields.

  • Step 3 Add your mobile number and email address, then accept the terms.

When PACI launched Kuwait Mobile ID in April 2020, manual registration asked for your civil number, serial number and passport number. A November 2022 update let people register for the first time by scanning the card chip with NFC, without typing the serial number.
